RECOMMENDED ACTION: Adopt a resolution amending Section 4 of Traffic Resolution No. 97-148
by approving the conversion from angle parking to parallel parking on
the west side of Central Avenue from Eden Street to the alley north of
Eden Street, as shown on Exhibit A.
BACKGROUND INFORMATION: Staff has received a requestfrom a residentto change the angle
parking to parallel parking on the west side of Central Avenue from
Eden Street to the alley north of Eden Street due to parked vehicles
being hit by southbound vehicles. In 2003, staff received a similar
report of parked vehicles being hit on the west side of Central Avenue from Flora Street to the alley south
of Flora Street, and City Council approved replacing the angle parking with parallel parking. This area is
just north of the location currently being considered. Apparently, southbound drivers are having trouble
at locations where curb parking changes from parallel to angle parking. Vehicles parked at an angle
extend further into the roadway than parallel parked vehicles. With the previous parking changes, no
parked vehicles have been hit in this area.
Staff has confirmed that vehicles have been hit in the angle parking area between Eden Street and the
alley north of Eden Street. Changing the parking from angle parking to parallel parking will reduce the
number of available parking stalls from five to three. The property owners adjacent to the angle parking
stalls are aware and are not opposed to the proposed change. Based on the success in reducing
collisions by changing parking from angle to parallel and lack of opposition by affected residents, staff
recommendsthat City Council approve the conversion from angle parking to parallel parking as shown
on ExhibitA.
FISCAL IMPACT: The approximate cost to replace five angle parking stalls with three parallel
parking stalls is approximately $300.
FUNDING AVAILABLE: Funding is appropriated in the FY 08/09 budget in the Street Maintenance

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE CONVERSION FROM ANGLE PARKING
TO PARALLEL PARKING ON THE WEST SIDE OF CENTRAL
AVENUE FROM EDEN STREET TO ALLEY NORTH OF
EDEN STREET, AND THEREBY AMENDING TRAFFIC
RESOLUTION NO. 97-148, SECTION 4
WHEREAS, staff has received a request to change the angle parking to parallel
parking on the west side of Central Avenue from Eden Street to the alley north of Eden
Street due to parked vehicles being hit by southbound vehicles; and
WHEREAS, staff has confirmed that vehicles have been hit in the angle parking
in this area and that adjacent property owners are not opposed to the proposed change.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the conversion from angle parking to parallel parking on the west side of Central
Avenue from Eden Street to the alley north of Eden Street, as shown on Exhibit A
attached; and
BE IT FURTHER RESOLVED that City of Lodi Traffic Resolution No. 97-148,
Section 4, "Angle -Parking Areas," is hereby amended by the conversion from angle
parking to parallel parking on the west side of Central Avenue from Eden Street to the
alley north of Eden Street.
