BACKGROUND INFORMATION: Staff and our consultants are continuing with the annual groundwater monitoring and reporting for the Central Plume PCEITCE cleanup program. The final Monitoring and Reporting Order No. R5-2008-0813, City of Lodi, Lodi Central Plume Area, San Joaquin County was issued by the California Regional Water Quality Control Board — Central Valley Region (Board) on April 17, 2008. The proposed Task Order No. 15, attached as Exhibit A, includes the collection of groundwater samples, laboratory testing, and quarterly reports submitted to the Board. This work moves us closer to a larger -scale cleanup program expected to start later in 2009. The estimated cost, as shown in the attached proposal, is $110,000. A 10% contingency is included in the total of $121,000 to account for unforeseen changes in the contract scope. Funding for this work has been appropriated from the Central Plume Fund in the FY 2008/09 budget. FISCAL IMPACT: The costs are borne by the Central Plume Fund. Wally Sandelin Director of Public Works FROM: Phil Smith, and Patrick Hubbard DATE: 5 January 2009 PROJECT: 2009 Central Plume Groundwater Monitoring Lodi, California 3923.27 — Lodi Task 15 SUBJECT: Scope, Schedule, and Cost Estimate for 2009 Groundwater Monitoring No. of Pages: 2 This memo describes the scope, schedule, and cost estimate for the 2009 groundwater monitoring for the Central Plume in Lodi, California. BACKGROUND The City of Lodi is currently conducting groundwater monitoring for the Central Plume. I n cooperation with the City over the past 4 years, we have developed a report that emphasizes data -intensive graphics. This approach provides a focused view of current conditions in the context of historic trends. The data management and display needed to produce the report is based on several inter -connected software programs, We use an EQuIS chemical database to receive, check, and store the electronic data from the laboratory and to prepare the tables. Our maps are prepared using a combination ArcGIS and Surfer software which is essential to display the time -series graphs and groundwater flow and contaminant contours. SCOPE OF WORK The scope of the work is defined in the new Monitoring and Reporting Program (MRP) Order No. R5- 2008-0813 issued on 16 April 2008 by the California Regional Water Quality Control Board. I n 2008, we significantly augmented the data and graphics in the reports in accordance with this new MRP. Since the MRP has been approved and implemented, we do not anticipate significant changes in the reporting format for 2009. SCHEDULE For 2009, the Central Plume groundwater monitoring is required to include sampling in March, June, September, and December and is required for compliance with the CAO. Wally Sandelin Director of Public Works 5 January 2009 Page 2 DELIVERABLES As we have provided over the past four years, the deliverables for the quarterly monitoring include the following documents: Hardcopy Quarterly Monitoring Report with appendices on compact disc (2 copies to the City of Lodi and 1 copy to the RWQCB) • PDF Format of Quarterly Monitoring Report (City of Lodi and Geotracker website) COST ESTIMATE Our estimated fees by quarter are listed in the table below. The amount not to exceed, without prior written authorization, for the First and Fourth sampling events is $30,000 per quarter and $25,000 per quarter for the Second and Third sampling events. 2009 Quarterly Sampling Events Estimated Fees - Not to Exceed Q1 - March $30,000 Q2 -June $25,000 Q3 - September $25,000 Q4 - December $30,000 TOTAL $110,000 This work will be completed under the terms and conditions of the Treadwell & Rollo and City of Lodi contract. LIST OF SUBCONTRACTORS As in 2008, our subcontractors for this work include the following: • WGR Southwest, Inc in .Lodi, California — Groundwater Elevation Gauging and Sampling • Columbia Analytical Services, Inc. — Passive Diffusion Bags • Curtis & Tompkins, Ltd. —Analytical Laboratory I n 2008, we worked with the City of Lodi to bid the groundwater elevation gauging and sampling. WGR Southwest was the selected contractor based on their bids and responses. We have selected the subcontractors who can provide high quality responsive service at a reasonable cost. F. Smith, Vice President RESOLUTION NO. 2009-06 A RESOLUTIONOF THE LODE CITY COUNCIL AUTHORIZING ADDITIONAL TASK ORDER WITH TREADWELL & ROLLO FOR CENTRAL PLUME MONITORINGAND REPORTING WHEREAS, staff and the City's consultant, Treadwell & R I I -qf San Francisco, California, are continuing with the annual groundwater monitoring and reporting for the Central Plume PCE/TCE cleanup program; and WHEREAS, the final Monitoring and Reporting Order No. R5-2008-0813, City of Lodi, Lodi Central Plume Area, San Joaquin County was issued by the California Regional Water Quality Control Board - Central Valley Region (Board) on April 17, 2008; and WHEREAS, the proposed Task Order 15 includes the collection of ground water samples, laboratory testing, and quarterly reports submitted to the Board; and WHEREAS, the estimated cost of Task Order 15 is $110,000 plus a 10% contingency, for a total of $121,000. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize an additional task order with Treadwell & Rollo, of San Francisco, California, for Central Plume monitoring and reporting.
