Caprice station wagon. BACKGROUND INI=ORMATION: A 1986 Lhevrolet Caprice station wagon, previously used in the City's Dial -A -Ride program, has been declared surplus, having been replaced by a new vehicle. The surplus vehicle had logged approximately 120,000 miles. In the past, surplus vehicles of this type have been disposed of by auction, typically bringing a high bid in the neighborhood of 51,200. Mr. Ray Neel, owner -operator of the Lodi City Cab Co. which operates the Dial -A -Ride program, expressed a strong desire to purchase the vehicle i n time for use in the Dial -A -Ride New Year's Eve program. As property now of the City Cab Company. the vehicle will be used in that area of M': Neel's operations. Lodi Municipal Code Section 2.12.120 provides that the City Manager nay. upon recommendation of the City Purchasing Officer, authorize the sale of surplus personal property havinn a value of 52,000 or less, which is no longer required for City use. The Lode further provides that within 30 days following the sale of any surplus City property, the City Council shall be so notified in writing. This Council Communication gill serve as such notificat,on. Mr. Neel was wi 1 i ing to pdy in excess of Whdt the City could expect front an a;,ction. With the limit noted above in mind, ! assigned a value to the vehicle of 51,995. Mr. Neel agreed to tris figure. The sale will take place or, January 29, 1992 upon expiratior: of a 3G -day lease of the vehicle to Kr. Neel for or,L dollar. The lease was necessary for accountability purpn,es so Mr. Neel could have immediate use of the vehicle. 7r, my opinion, this action is clearly in the best interest of the City. 1.PPFiCVI= D TF 4(7MA% A PETERSON ecyriwf oac City Manager cc ' AGENDA TITLE: Sale of Surplus Property: Vehicle MEETING DATE: January 15, 1992 Page Two City Council concurrence in this transaction is requested.
