Master Plan;Randstand - Piscussinr, no Appropriate Action MEETING DATE: January 2. 1992 PREPARED BY: Public Works Director Parks and Recreation Director RECOMMENDED ACTION: BACKGROUND INFORMATION: Plans and specifications for the major renovation of Hale Park in accordance with the previously approved Master Plan will be ready for Council approval on January 15, 1992. These plans call for the removal of the concrete and steel raised bandstand located near the center of the park. The general layout of the renovation is shown in Exhibit A. Responding to a recent request from the Lodi Historical Society, the City Council directed staff to evaluate alternatives for the disposition of the bandstand. The bandstand consists of a concrete perimeter wall and a flat, octagonal slab approximately 4 feet above grade and a steel pipe post and rail assembly. One of the posts and a portion of the rail and stair handrail is missing. There are no ornamental designs or other features incorporated into the structure. The concrete has deteriorated and It would be difficult to renovate the structure. The rail and height combination also does not meet code requirements. The floor cannot exceed 30 inches above grade or the rail must have bars at 6 -inch maximum spacing. Staff has prepared the following alternatives for the bandstand: Leave as is. redesign the park - This alternative is the least desirable for a number of reasons: Significant delay; probably 6 months which could mean the loss of federal funds for the project (approximately $482,000). * Additional cost; the cost for preliminary layouts for approval would be approximately $4,000. Costs for final design would be significantly higher. These are General Fund expenses and not grant fundable. Less than $2,000 remains in the design budget. Loss of trees; the present design minimized the loss of trees. A new design would likely mean more trees would he removed. 2) Leave as is. delete portions of the new work in conflict - This also is undesirable as the major picnic shelter and walk area would have to he deleted. W would still need to do some additional work to accommodate and renovate the handstand. APPROVED TfIOUAS A. This would allow the park renovation project to proceed and tine handstand could he renovated at a later date. 4) Salvaqe the steel posts/rails and demolish the bandstand - This also would allow the project to proceed and allow time for a proper design and location study for a replacement bandstand. 5) Demolish the bandstand and proceed as planned - This is certainly the least expensive alternative and would be in accordance with the plan already approved by the Parks and Recreation Comnission and the City Council. Given the project time corstraints, the poor condition of the General Fund and the problems with the existing bandstand, staff strongly recorrrr!ends Alternative S, and less enthusiastically, Alternative 4.
