BACKGROUND INFORMATION: A critical function of any municipal utility isthe a b i I i i to control and to monitor the status of its electrical, water. waste water, and storm water systems. A Supervisory Control and Data Acquisition System (SCADA) is used to providethis function through its communicationfrom a central operations cbe to remote system devices. On November 7,2007, the City Council approved the issuance of an Request For Proposal (RFP) for a new utility SCADA system. The Ciy's utility operations are dependent on an adequate, secure and reliable SCADA system. The existing SCADA systems (Siemens supplied) are only marginally operational and no longersupported by the primary or after market suppliers. The proposed system underthe RFP will be builtwith redundant units operating in parallel and will be provided on a "tum -key" basis. The C i receivedthree responsesto its SCADA RFP - Siemens ($114,750). Survafent ($199,800) and HSQ ($335,221). The following is a brief overview of the three proposals: Siemens The Siemens proposal takes exception to the entire Lodi specification. Itstates that the software can meet or exceed the needs of the City, however, it does not specifically mention iffhow they will provide the features Lodi is looking for in the specification. Pulse Accumulator Data processing, sequence of events DATA Processing, Global Map Display, Draw file format, control panel and other requirementsare not mentioned in their proposal. There is no detail as to the functionality and tools in their proposed software solution so it can be evaluated as to sufficiency. The Siemens system is built on its Spectrum Power TG software. This system is used by one other agency in Northem California -the Turlock Irrigation District (TI D). The only other agency using this system is found back east. TID indicated satisfaction with the system, but indicated a concern with the vendor's lack of support during the early years of the system. Additionally, Siemens has a long SCADA history with the City of Lodi that has been less than satisfactory. When it comes to system support, they are reluctant to provide support unless it is through a phone or lease line support. Worldview uses'open arch itectu re"software/ hardware which ensures futu re compatibility with multi-vendorequipment and software at a reasonable cost. Northern California PowerAgency (NCPA) uses Survalent as their SCADA software, thus itwould be easy to exchange data directly with NCPA using the same format, protocols etc. Information such as Volts, Amperage, and Watts related to powerdeliveriesto Lodi can be imported into the SCADA system directly. Standardizing on a common platform allows direct viewing of energy sources affecting Lodi's electrical system and is advantageous to EUD operations. This will also enable EUD personnel to interact with and networkwith other agencies on a common communications platform. Future upgrades and training cost might also be mitigated due to shared resources. A drawback of the Survalent proposal is that it requiresthe use of a third party protocol converterto convert the proprietary protocol used by the existing Remote Terminal Units (RTU's) from TG6800 to DNP 3.0 protocol. Although this practice is acceptable, itwould require a hardware and software layer between the field devices and the SCADA master. Staff believes, however, that the proposed use of the converter is acceptable and its cast is included in Survalent's bid. HSQTechnology HSQ has numerous installations of their software at water agencies in northern California and otherstates and countries. There productseemsto be sound and easy to use. HSQ also seems to have good customersupport for their product (Miser). There is some concern that their only identiied SCADA customers are water utilities. The electric utility industry has certain features and requirements that are unique and although these features could possibly be emulated bythe software, it was not specifically mentioned in their proposal. Staff is concerned about being the first and only electric utility to have these features installed. Another concern is the proposed method for their software to communicatewith the existing RTU's. HSQ proposesto reverse engineer driverto handlethe protocol communications. Summary: gaff recommends rejection of the bid by Siemens and recommends award of the SCADA bid to Survalent, the second low bidder. The low bid is being rejected due to non-compliancewith the bid specification, lack of a customer basewith their product, the perception of lessthan exemplary customerservice and poor experience by Lodi of their prior SCADA products. The Suwalent bid is recommended for award part due to a good customer base for the product including installationof the system at several other NCPA memben, compliancewith the specification, use of open architecture and good customer support. FISCAL IMPACT: The bid price of a turnkey SCADA system installation is $199,000. FUNDING: Transfer qJJunds from unencumbered bond proceeds (Electric Utility Department2002 Cert 9fFWicipation Series A) to Account No. 161052. Budget Electhc Utility Director PREPARED BY Able Palacio, EUD Operations Supervisor GFMIAPAst RESOLUTION NO. 2008-11 A RESOLUTION OF THE LODI CITY COUNCIL REJECTING THE LOW BID AND AWARDING THE CONTRACTTO THE NEXT LOWEST RESPONSIBLE BIDDER TO REPLACEAND UPGRADETHE EXISTING UTILITY SUPERVISORY CONTROL AND DATAACQUISITION SYSTEM AND APPROPRIATING FUNDS WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on January 16,2008, at 11:00 a.m. for the replacement and upgrade of the existing Supervisory Control and Data Acquisition (SCADA) system for the Electric Utility Department, described in the specifications therefore approved by the City Council on November 7,2007; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Siemens Spectrum PowerTG, San Jose, CA $114,750* Survalent Technology, $199,600 HSQ Technology, Hayward, CA $335,221 `[Vote: The ]ca bid is being rejected due to nonsompiiancewith the bid specification. WHEREAS, staff recommends that the City Council reject the low bid for non-compliance with the bid specification and further recommends awarding the bid to the next lowest responsible bidder, Survalent Technology, of Mississauga, Ontario Canada, in the amount of $199,600. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby rejects the low bidder, Siemens Spectrum Power TG, of San Jose, California, due to non-compliance with the bid specification: and BE IT FURTHER RESOLVED that the award of the bid for the replacement and upgrade of the existing SCADA system for the Electric Utility Department be and the same is hereby awarded to the next lowest responsible bidder, Survalent Technology, of Mississauga, Ontario Canada, in the amount of $199,600and BE IT FURTHER RESOLVED that funds be appropriated from the unencumbered bond proceeds from the Electric Utility Department 2002 Certificate of Participation Series A to account number 161051 for this purchase.
