AGENDA TITLE: Adopt resolution authorizing the purchase of four (4) Mobile Digital Computers
(MDC) for newly purchased patrol cars from Data911 of Alameda, California
($24,916.37) from the Vehicle Theft Account (PD)

RECOMMEND ACTIN: Adopt a resolution authorizing the replacement purchase of four (4) Mobile
Digital Computers (MDC) for the newly purchased patrol cars. A quote has
been obtained from our MDC vendor (Data911) in the amount of
$24,936.37 and is attached to this request.
BACKGROU140 MIFOiMATION: The Lodi Police Department is currently using Mobile Digital
Computers that are nearly seven years old. The current equipment
has become outdated and unreliable. The Police Department has
been unable to accept software upgrades from its vendor (Data911)
because current hardware is too slow, with not enough storage. In addition, the Police Department is
currently unable to accept new technology offered by the San Joaquin County RAN Board that would
allow officers instant suspect identification from their patrol vehicles, via mobile fingerprint scanners.
The use of MDC's greatly assists patrol officers in the identification of stolen vehicles by allowing them
instant access to the Department of Justice Stolen Vehicle System (SVS). Often times, suspects who
are stopped cannot be easily identified by traditional means. The mobile fingerprint scanners would be
attached to the MDCs and suspects would be identified at the scene, preventing suspects from possibly
being released.
Data 911 has been our sole provider and sole vendor for the past ten years for multi -faceted information
service components. They are the provider for our Records Management System, the MDCs, Computer
Aided Dispatch, and our Report Writer. They are the provider for software and hardware currently under
an Equipment Services Agreement (ESA) through Data 911, which Council approved July 19, 2006
(Resolution No. 2006-136).
FISCAL iIMPACT: Funding for the replacement of these MDC's will be through the Police
Department's Auto Theft Grant funds and, therefore; no fiscal impact will be
realized to the City's general fund or the Police Department's operating budget.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE PURCHASE OF FOUR MOBILE DATA
DIGITAL COMPUTERS FOR NEWLY PURCHASED PATROL
CAIS UTILIZING THE VEHICLE THEFT ACCOUNT
WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to
do so; and
WHEREAS, the Lodi Police Department is currently using outdated and
unreliable mobile digit#1 computers that are nearly seven years old; and
WHEREAS, the Police Department has been unable to accept software
upgrades from its vendor, Data 911, because current hardware is slow and does not
contain enough storart; and
WHEREAS, in addition, the Police Department has been unable to accept new
technology offered by the San Joaquin County RAN Beard that would allow officers
instant suspect identification from their petrol vehicles via mobile fingerprint scanners;
and
WHEREAS, the use of mobile digital computers assists patrol officers in the

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
approves the purchase of four mobile digital computers for newly purchased patrol
vehicles from Data 911, of Alameda, California, in the amount of $24,936.37 from the
Vehicle Tuft Account.
