RECONOEMM ACTION: Adopt a resolution authorizing the submittal of applications for Safe Rotates
to School grants to the California Department of Transportation (Caltrans)
and authorizing the City Manager to execute the grant applications.
BACKGROUND INFORMATION: The City of Lodi, in conjunction with the Lodi Unified School District
(LUSD), has developed grant applications for the Caltrans new Safe
Routes to School Program. This program is an element of the federal
Hazard Elimination and Safety Program. Over the last few years, this
program has funded the lighted pedestrian crossing at Reese School and the installation of new pedestrian
school crossing signs around the City.
Two applications are being prepared in cooperation with LUSD. Project selection is based on grant criteria, staff:
knowle(Ve of improvement needs, and input from LUSD principals and the 2X2 Committee. One application will
seek to secure funding for traffic signal construction and parking lot striping modifications at Lodi Middle School.
The project will significantly improve the operations and safety at the driveway entrances from Ham Lane to Lodi
Middle School and Lodi Memorial Hospital. Traffic signal guidelines are currently met at this location.
A second application will address student crossings at various school locations on Century Boulevard,
Wmble0on Drive and Crescent Avenue. Generally, the proposed improvements include the installation of
pedestrian safety improvements. A summary of the proposed projects is as follows:

FISCAL IMPACT: The total preliminary rough estimate for the grant application is approxknately
$425,000. The Safe Route to School program provides funds for 90% of the
project total ($382,500) and 10% local match ($42,500). Local match will be
determined pending a successful grant and could include available sources
from TDA, private development and LUSD.
FUNDING AVAILABLE: Not applicable at this time. Local match to be determined pending a
successful grant.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO SUBMIT SAFE ROUTES TO SCHOOL
GRANT APPLICATIONS TO CALIFORNIA DEPARTMENT OF
TRANSPORTATION (CALTRANS)
WHEREAS, the City of Lodi, in conjunction with the Lodi Unified School District, has developed
two grant applications for the Caltrans new Safe Routes to School Program, which is an element of the
federal Hazard Elimination and Safety Program; and
WHEREAS, one appIccation will seek to secure funding for traffic signal construction and parking
lot striping modifications at Lodi Middle School, which will significantly improve the operations and safety
at the driveway entrances from Ham Lane to Lodi Middle School and Lodi Memorial Hospital; and
WHEREAS, the second application will address student crossings at various school locations on

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the
submittal of grant applications for Caltrans "Safe Routes to School" Program for the projects listed above;
and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute
the grant applications on behalf of the City of Lodi.
