BACKGROUND INFORMATION: The project was awarded to International Surfacing Systems, Inc., of Modesto, in the amount of $358,899.60, at the Council meeting on May 27, 2006. The Asphalt Rubber Cape Seal, Various Streets, 2006 project consisted of the rehabilitation and resurfacing of various City streets with a layer of an asphalt rubberized chip seal followed by a layer of slurry seal on top which was placed approximately seven days after the chip seal. The combination of the asphalt rubberized chip seal and the slurry is commonly known as a cape seal. While a slurry seal only seals the road and provides a new wearing surface, the hot applied asphalt rubberized cape seal provides added strength, stability and crack reduction benefits similar to the performance benefits of an overlay but at a much lower cost. An asphalt rubberized cape seal provides a cost-effective alternative to a more costly asphalt overlay to extend the life and rehabilitate deteriorated roads and streets within the City. This asphalt rubberized cape seal provides for an added step in the City's street maintenance program that defers the need for an asphalt overlay and possibly decreases the costs of that overlay. This is a new method of pavement rehabilitation for the City of Lodi and is being evaluated by staff for its effectiveness as part of the City's overall efforts to maximize limited street maintenance resources. So far, this product is performing as desired. No claims have been received related to this project. The contract completion date was August 1, 2006, and the project was substantially complete on July 24, 2006. The final contract price was $340,482.19. The delay in accepting this project was due to minor striping corrections that needed to be done by the subcontractor. The difference between the contract amount and the final contract price is due to a decrease in the actual square yardage of cape seal that was placed as compared with the original contract estimate for this project. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: There should be a slight decrease in short-term street maintenance costs. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby accept the improvements under the Asphalt Rubber Cape Seal, Various Streets, 2006 project; and BE IT FURTHER RESOLVED that the City Engineer is hereby authorized and directed to file a Notice of Completion with the County Recorder's office.
