Pacific Liners, Inc., of Vacaville ($47,494) MEETING DATE: November 15, 2006 PREPA OD BY: Public Works Director RECONNDED ACTION: Adopt a resolution awarding the Domestic Outfall Sewer Pipeline Condition Assessment (Assessment) project to J.F. Pacific Liners, Inc., of Vacaville, California in the amount of $47,494.34 in accordance with the recommendation below. BACKGROUND INFORMATION: The Assessment includes closed circuit television (CCN) condition assessment of the Domestic Outfall Sewer Pipeline between Lower Sacramento Road and the White Slough Water Pollution Control Facility (WSWPCF). The Assessment is the first phase (Phase 1) of multiple phases of work to assess and rehabilitate the Domestic Outfall Sewer Pipeline that has been in service for nearly 40 years. Subsequent phases of this project will include construction of additional manholes and a diversion structure and then the actual pipeline rehabilitation (at a cost ranging somewhere between $6 and $10 million, depending on the rehabilitation method) that will depend on the actual condition of the pipes. This is a large cost range. Thus, obtaining the condition assessment is important. The financing of the rehabilitation will be evaluated as part of the White Slough Treatment Facility improvements scheduled for 2007. Plans and Specifications for this project were approved on September 20, 2006. On October 25, 2006 sealed bids were opened with the following results: Bider Location Bi Engineer's Estimate $ 55,900.00 J.F. Pacific Liners, Inc. Vacaville $ 47,494.34 The bid received by J.F. Pacific Liners (the only bid received) is responsive and compliant with the City's plans and specifications. The bidder possesses the required experience and valid oontractor's license. A bid summary is attached. The project is anticipated to begin in late November of this year. Some additional costs may be incurred for City water and wastewater staff for assisting the contractor in finding remotely located manholes, pipe penetration testing by others and contingencies arising from unforeseen changes in the work. FISCAL IWIPACT: The FY 06107 Capital Budget has appropriated funds for initial work on this project. Failure to pursue the project will result in continued deterioration and eventual failures of the pipe, which would result in sewage spills, potential fines and response costs. F. Pacific Liners, Inc., Vacaville $47,494.34 WHEREAS, staff recommends that the contract be awarded to the sole bidder, J. F. Pacific Liners, Inc., of Vacaville, California, in the amount of $47,494.34. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby awards the bid for the Domestic Outfall Sewer Pipeline Condition Assessment Project to the sole bidder, J. F. Pacific Liners, Inc., of Vacaville, California, in the amount of $47,494.34.
