HomeMy WebLinkAboutAgenda Report - November 1, 2006 E-10AGENDA ITEM FoO010 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt'- Resolution Amending Traffic Resolution 97-148 by Converting the Traffic Control on Pleasant Avenue at Walnut Street from a Yield to a Stop Control and Approving Pedestrian Safety Improvements on Walnut Street at Pleasant Avenue MEETING DATE: November 1, 2006 PREPARED BY: Public Works Director RECOAMENDED ACTION: Adopt a resolution amending Traffic Resolution 97-148 by converting the traffic control on Pleasant Avenue at Walnut Street from a yield to a stop control and approving the pedestrian safety improvement on Walnut Street at Pleasant Avenue (Exhibit A). BACKGROUND INFORMATION: The Pleasant Avenue and Walnut Street intersection has been reviewed based on a request from the St. Anne's School principal. Staff met with the school principal to discuss their request. At the meeting, the principal also requested the City review converting the yield to a stop control on Pleasant Avenue at Walnut Street. Traffic nt(21 oStud The Pleant Avenue and Walnut Street intersection is a four -legged intersection, however, it operates similar to a three-legged intersection since Pleasant Avenue is a one-way street (northbound). The main entrance to St. Anne's School is located at the southeast corner of the intersection. Yellow school crosswalks are located on all four -legs, and student patrols assist students across the roadways. To determine whether a stop or yield control is needed, a safe approach study was performed and the collision records reviewed. Over the past three years (2003 through June 2006), there have been no reported collisions. Based on the safe approach guidelines, a stop sign is appropriate for this intersection. Pedestrtn kMMem2nts Staff petformed peak -hour pedestrian and vehicle counts at the intersection. The afternoon count showed 91 and 13 pedestrians crossing Walnut Street on the east and west leg, respectively, with over a hundred vehicles on Walnut Street. The morning count showed 52 and 13 pedestrians crossing Walnut Street on the east and west leg, respectively, with almost 150 vehicles on Walnut Street. Staff concurs with the school's request for "in -street" pedestrian signs and associated striping modifications to accommodate the signs, as shown in the exhibit. With grant and private funding, the Street Division has installed similar pedestrian improvements adjacent to three elementary school sites and received positive feedback from citizens, parents, and school administration. Similarly, St. Anne's School will fund the pedestrian improvements, however, they have requested the in -street signs be removable. In addition to the in -street signs, additional pedestrian signs will be installed in the sidewatk at the crosswalk. Staff met with St. Anne's School administration, and they concur with these recommendations. FISCAL IMPACT: There is no annual maintenance cost; however, the signs will need to be replaced approximately every ten years at an approximate cost of $500. FUNDIW AVAILABLE: Removal of the yield sign/legend and installation of a stop signtlegend at a cost of approximately $500 will come from the Street Maintenance Account.
