HomeMy WebLinkAboutAgenda Report - October 4, 2006 E-05A0ENDA ITEM E`4r CITY OF LOBI COUNCIL COMMUNICATION TM AGENDA TITLE: Accept tmorovernents Under Contract for White Slough Water Pollution Control Facility Year 2004 Improvements Project and Receive Notification of Contract Change Ordor MEETING DATE: October 4, 2006 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council accept the improvements under the "White Slough Water Pollution Control Facility Year 2004 Improvements Project" contract. Also, in accordance with the Contract Change Order Policy, the City Council is being informed of the change order approved by the City Manager for this project since the May 3, 2006, Council meeting. BACKGROUND INFORMATION: The project was awarded to Kirkwood-Bly, Inc., (now Western Water Constructors, Inc.) of Santa Rosa, on April 27, 2004, in the amount of $7,484,600. The contract has been completed in substantial conformance with the plans and specifications approved by Council. The project, which consisted of the installation of City -furnished filters and UV disinfection equipment along with associated pumping, electrical and other improvements, is now complete. The original contract completion date was February 26, 2005. Change order work, including the delivery of the emergency generator and 48 -inch domestic outfall work resulted in the extension of the completion date to May 16, 2006. The project was substantially complete and in use by the City on February 26, 2005. The delay in final acceptance of the project was due to issues with the City -supplied emergency generator. Detailed below is a description of work for Contract Change Order No. 11 totaling $25,000. The total cost of change orders to date is $695,212 or 9.290/a of the original contract. Included in the change order total is the emergency generator installation ($280,000), furnishing and installing outfall headgates ($260,670) and emergency repair of the 48 -inch domestic outfall pipe ($85,457) previously approved by the Council. More detailed descriptions and backup information for these change orders are available in the Public Works Department. ChangeQrder No. 11 - This change order is for the cost of PLC programming for the emergency generator, safety bollards near the generator, Automatic Transfer Switch programming, and asphalt paving repairs near the 48 -inch outfall repair area. ($25,000) Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
