HomeMy WebLinkAboutAgenda Report - April 18, 2007 E-07AGENDA ITEM Edo 7 CITY OF LODI COUNCIL COMMUNICATION T� AGENDA TITLE: Adopt Resolution Authorizing City Managerto Execute Contract with Layne Christensen Company, of Woodland, for Repairs to City Water Well No. 18 ($40,183) MEETING DATE: April 18,2007 PREPARED BY: Public Works Director RECOMMENDEDACTION: Adopt a resolution authorizing the City Managerto execute a contract with Layne Christensen Company, of Woodland, for repairs to City Water Well No. 18, in the amount of $40,183. BACKGROUND INFORMATION: City Water Well No. 18 (located at 200 West Century Boulevard) failed on September 7,2006. The pump and motor were removed by Layne Christensen Company the following month. Layne Christensen specializes in water well construction. Since this is the second time in less than seven years the motor has failed (unusual for a deep well submersible motor), it was sent to Sunstar Electric in San Leandro for disassembly and inspection. The goal was to determine if the problem was associated with the motor or from a problem with the electrical panei. City electricians checked the control panel and determinedthe electrical panel is performing within specifications. The inspectionof the motor showed clear evidence the motor failure was related to overheating, but the exact cause of the overheating could not be determined. On September 19, 2006, during the time the motorwas being evaluated, the motor power cable was vandalized while secured within the well site. Police Report No. 06-9879 was tiled. The cost to replace the damaged cable ($9,290) is included in the proposed contract price for the repair work described below. Staff will be submitting a claim for the cost to repair the well (including the damage to the cable) to the City's insurance carrier. Staff, in consultation with Layne Christensen Company, considered many options for addressing the motor failure, ranging from purchasing a new motor and pump to rebuilding the existing motor and using the existing pump. When price and turn -around time are considered, the best alternative is to rebuild the existing motor. The motor rebuild will be performed by Sunstar Electricwhile under subcontract with the Layne Christensen Company. Staff will also install a "Soft Start Controller" to further reduce the starting load amperages. The repairs need to be completed by the summertime demand season. Staff is requesting Council adopt a resolution authorizing the City Manager to execute a contract with Layne Christensen Company for repairsto City Water Well No. 18 in the amount of $40,183.
