RECOIOEIMO ACTION: Accept the improvements under the " Elrn Street Paving Stone
Replacement Project, School Street to Sacramento Street' contract.
BACKGROUND INFORMATION-. This project repaired a portion of the subgrade below the existing
paving stones installed as part of the Elm Street Reconstruction Project
in 2001. The subgrade within the travel lanes had failed due to a
combination of poor original compaction during construction and wet
winter storm drainage damage over the past few years.
This project consisted of the removal and replacement of approximately 5,000 square feet of existing paving
stones, including work to scarify, recompact and regrade the existing subgrade and other incidental and
related work, all as shown on the plans and specifications for the project.
Plans and specifications for this project were approved on September 7, 2005. The City received the following
three bids for this project on November 29, 2005:

The contract was signed on February 28, 2006. Actual work on the project was delayed until May 2006 after
the rainy season. The final contract price was $114,207.78. The difference between the contract amount and
the final contract price is mainly due to Contract Change Order No. 2 which modified this contract to include
the removal and replacement of areas needing paver repair work on School Street between Locust Street and
Lodi Avenue. Council approved the expenditure of additional funds for the School Street repair work on
June 15, 2006. The School Street work was done last fall after Labor Day and completed in December 2006.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion
with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is
complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the
prime contractor in the event of a payment dispute.
