Computers from Data911, of Alameda, and Emergency Vehicle Solutions, of Menlo
Park ($84,397), and Appropriate Funds

RECOMMENDED ACTION: Adopt resolution authorizing the purchase and installation of 14
Mobile Data Computers (MDC) from Data911, of Alameda, in the
amount of $87,956.11, and Emergency Vehicle Solutions, of Menlo
Park, in the amount of $6,440.00, and appropriate funds in the
amount of $94,397.
BACKGROUND INFORMATIDN: The Lodi Police Department has a fleet of 24 patrol vehicles. Over
the course of the last three years, we have upgraded a portion of
the MDCs in the fleet with Council approval. We currently have 14
MDCs that are seven years old and need to be replaced as this
hardware has become outdated and unreliable. The benefit of replacing the MDCs is that we will be able
to accept free software upgrades from our vendor (Data911) that we have been unable to receive
because our current hardware is slow and does not have enough storage to support the new software.
A result of having outdated software is the Police Department is now out of compliance with the
Department of Justice in regard to second party checks in the Wanted Person System and Domestic
Violence Restraining Order System. Additionally, the Police Department is currently unable to completely
utilize new technology recently acquired, free of charge, by San Joaquin County that would allow officers
instant suspect identification from their patrol vehicles via mobile fingerprint scanners.
The use of MDCs greatly assists patrol officers in the identification of stolen vehicles by allowing them
instant access to the Department of Justice Stolen Vehicle System. Often times, suspects that are
stopped cannot be easily identified by traditional means. The mobile fingerprint scanners would be
attached to the MDCs and suspects would be identified at the scene, preventing suspects from being
released. This acquisition would completely upgrade our MDC hardware in all of our patrol cars and
allow us to immediately accept the overdue software upgrade from Data9i 1. We will also regain
compliance with the Department of Justice and we will be able to fully utilize the mobile fingerprint
scanners.
There will be no additional cost for the software upgrade from Data911. The police department has
utilized Deta911 for the past ton years for the purchase of our MDCs, Computer Aided Dispatch, Records
Management System, and Report Writer and we have used Emergency Vehicle Solutions for the removal
and instaNation of the MDCs for the past two years.

FISCAL OAPACT: Funding for the replacement of these MDCs will be through the Police Department
grant funds and, therefore, no fiscal impact will be realized to the general fund or
the Police Department's operating budget.
FUNDING AVAILABLE: $45,500 from State COPS Grant (Account 2351001)

A RESQLUTION OF THE LODI CITY COUNCIL APPROVING
THE PURCHASE AND INSTALLATION OF 14 MOBILE DATA
DIGITAL COMPUTERS FOR PATROL CARS AND
FURTHER APPROPRIATING FUNDS

WHEREAS,
-WHEREAS, Lodi Municipal Code §320.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to do
so; and
WHEREAS, the Lodi Police Department is currently using several outdated and
unreliable mobile digital computers that are nearly seven years old; and
WHEREAS, the Police Department has been unable to accept software upgrades
from its vendor, Data 911, because current hardware is slow and does not contain enough
storage to support the new software; and
WHEREAS, due to the outdated software, the Police Department is now out of
compliance with the Department of Justice in regard to second party checks in the Wanted
Person System and Domestic Violence Restraining Order System; and
WHEREAS, in addition, the Police Department is unable to completely utilize new
technology recently acquired, free of charge, by the San Joaquin County that allows officers
instant suspect identification from their patrol vehicles via mobile fingerprint scanners; and
WHEREAS, the use of mobile digital computers assists patrol officers in the
identification of stolen vehicles by allowing them instant access to the Department of Justice
Stolen Vehicle System. The mobile fingerprint scanners would be attached to the computers
and suspects would be identified at the scene, preventing suspects from possibly being
released.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves
the purchase and installation of 14 mobile data computers for patrol vehicles from Data 911,
of Alameda, in the amount of $87,986.11, and Emergency Vehicle Solutions, of Menlo Park,
in the amount of $6,440.00; and
BE IT RESOLVED FURTHER that funds in the total amount of $94,397 be
appropriated from the 1) State COPS Grant ($45,540) and 2) Vehicle Theft fund
($48;896.11) for this purchase and installation.
