(CD) MEETING DATE: March 7, 2007 PREPAIRED BY: Comrrwnity Development Director, Randy Hatch RECOMMENDED ACTIONS: Adopt Resolution Authorizing the City Manager to 1) Accept a Grant Award for the 2005 Workforce Housing Reward Program from the California Department of Housing and Community Development ($23,000) and 2) Submit New Grant Application for 2006 WFH Reward Program. BACKGROUND 1NFORMATI DN: The City of Lodi has received a Workforce Housing (WFH) Reward Program grant in the amount of $23,000 for 2005 and is applying for a new WFH grant amount for 2006. It is anticipated that the grant amount for 2006 will be similar to the amount awarded for 2005. The WFH Program rewards cities and oounties that approve housing affordable to lower-income households. This grant has been awarded to the City of Lodi in recognition of our ongoing effort to meet the implementation policies of our Housing Element and to provide affordable housing to the citizens of Lodi. The funds are awarded to jurisdictions that meet the threshold requirements of the Program for complying with the goals of their Housing Element. The grant funds do not have to be used specifically for affordable housing. The funds must however, be used for the construction, rehabilitation or acquisition of capital assets that benefit the community. The 2005 Grant Funds have been earmarked for capital improvements as described by the Eastside Mobility Access Plan. Use of the 2006 grant proceeds has not been specifically identified. They can be used on physical property with a useful life of 15 -years or more or for equipment with a useful life of 2 -years or more. Examples of Capital Asset projects that qualify include the following: Street Improvements; Historic Preservation; Downtown Revitalization; Public Infrastructure; Parks and Recreation; Americans with Disabilities Act Retrofits; Libraries & Other Public Facilities. APPROVED: I _ - BGR ing, City Manager FISCAL tIIIIPACT: There will be no fiscal impact to the City's General fund to accept or execute the WFH Grant. If the City chooses to construct a project that exceeds the amount of the Grant(s), the City will need to find additional sources of funding. i Ev Budget Manager 2 Randy Hatch W Community Development Director R H/dm/kjc Cc: Peter Pimejad, Planring Maneger RESOLUTION NO. 2007-39 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LODI AUTHORIZING APPLICATION FOR WORKFORCE HOUSING REWARD PROGRAM GRANT WHEREAS, the State of California Department of Housing and Community Development (the "Department") has issued a Notice of Funding Availability dated play 2005 and May 2006 for the 2005 and 2006 Program Years (the "NOFA"), under its Workforce Housing (WFH) Reward Program; and WHEREAS, the City of Lodi ("Applicant") desires to apply for a WFH grant and submit the Application Package released December 2005 and December 2006 by the Department for the WFH Program; and WHEREAS, the Department is authorized to approve funding allocations for the WFH Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application Package, and Standard Agreement. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council as follows: Applicant is hereby authorized and directed to apply for and submit to the Department the application package released December 2005 for the 2005 WFH Program Year and December 2006 for the 2006 WFH Program Year by the Department for the WFH Program. If the application is approved, the City Manager on behalf of Applicant is hereby authorized to and directed to enter into, execute, and deliver a State Standard Agreement (the "Standard Agreement"), and any and all other documents required or deemed necessary or appropriate to secure a WFH Grant from the Department, and all amendments thereto (collectively, the WFH Grant Documents"). 2. The applicant shall be subject to the terms and conditions as specified in each Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreements. The application in full is incorporated as part of the Standard Agreements. Any and all activities funded, information provided, and timelines represented in each respective application are enforceable through the respective Standard Agreement. Applicant hereby agrees to use the funds for eligible capital assets) in the manner presented in the respective application and approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package. 3. That the City Manager of the City of Lodi is authorized to execute in the name of the Applicant the Application Package and the WFH Grant Documents as required by the Department for participation in the WFH Program.
