HomeMy WebLinkAboutAgenda Report - February 21, 2007 K-05A(MUDA ff EM 0 %C) CITY OF LOBI COUNCIL COMMUNICATION TM AGENDA TITLE: Consider Request to San Joaquin Council of Governments to Appoint A Member of the Lodi City Council to the San Joaquin Regional Rail Commission MEETING DATE: February 21, 2007 PREPAFOD BY: Randi Johl, City Clerk RECOMMEN D AC71ON: Adopt resolution and authorize Mayor Johnson to send a letter on behalf of the City Council, accompanied by a certified copy of the resolution, to the San Joaquin Council of Governments requesting appointment to the San Joaquin Regional Rail Commission. BACKGWLRID INFORMATION: At the February 7, 2007, City Council meeting, Mayor Johnson requested, with Council concurrence, that staff bring forth a resolution regarding an appointment to the San Joaquin Regional Rail Commission. Pursuant to that request, attached are the resolution and a draft letter addressed to the San Joaquin Council of Governments asking that it appoint a Lodi City Council representative to the San Joaquin Regional Rail Commission. Randi Johi City Clerk APPROVED: /� _LZI _ Blair K ity Manager RESOLUTION NO. 2007-34 A RESOLUTION OF THE LODI CITY COUNCIL REQUESTING APPOINTMENT BY THE SAN JOAQUIN COUNCIL OF GOVERNMENTS OF A LODI CITY COUNCIL REPRESENTATIVE TO THE SAN JOAQUIN REGIONAL RAIL COMMISSION WHEREAS, the $an Joaquin Regional Rail Commission is participating in dialogue related to the expansion of commuter rail service in San Joaquin County; and WHEREAS, the City of Lodi has a strong interest in rail service expansion in the northern portion of the County for economical reasons including, but not limited to, its current commuter service, multi -modal station for rail and bus activity, and parking structure availability; and WHEREAS, the City of Lodi desires a seat at the table to participate in the discussion of possibilities related to commuter rail expansion in the County; and WHEREAS, appointments to the San Joaquin Regional Rail Commission are made through the San Joaquin Council of Governments. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that it does hereby request the San Joaquin Council of Governments to appoint, at its earliest convenience, Bob Johnson, Mayor of the City of Lodi, to the San Joaquin Regional Rail Commission. STEPHEN SCHWABAUER City Attorney SUIBJECT: APPOINTMENT TO THE SAN JOAQUIN REGIONAL RAIL COMMISSION At the February 1, 2007, meeting of the San Joaquin Regional Rail Commission, the topic of expansion of commuter rail service in San Joaquin and adjacent counties was discussed. Prominent in the conversation was the consideration of passenger service up the Highway 99 Corridor, through the City of Lodi, and beyond. The City of Lodi has a strong interest in seeing an expansion of commuter rail service through our community. Amtrak currently provides daily commuter service to points north and south. A multi -modal station tends to the needs of both rail and bus passengers simultaneously. A multi -story parking structure exists in prime location adjacent to our rail depot. Much of the needed infrastructure is already in place, and the City welcomes the opportunity to expand commuter services for residents of Lodi, as well as other potential passengers in the north County and foothill communities. As the Rail Commission plans for this important expansion, it is vital that the City of Lodi be afforded a place at the table. Currently, neither the City of Lodi, nor the north County, has any representation on the Commission. We respectfully request that the San Joaquin Council of Governments appoint, at its earliest convenience, rel representative of the Lodi City Council to the San Joaquin Regional Rail Commission.
