AGENDA TITLE: Adopt Resolution Awarding Contract for Pubic Works Department Tree
Trimmillig 2007 to West Coast Arborists, Inc., of Stockton (:18,290)

RECONMD ACTION: Adopt a resolution awarding the contract for Public Works Department
Tree Trimming 2007 to West Coast Arborists, Inc., of Stockton, in the
amount of $18,290.
BACKGROUND INFORMATION: This project provides for the structural pruning and maintenance trimming
of approximately 310 City trees at various locations for the remainder of
fiscal year 2006/07. The objective of this contract is to improve the
health of our urban forest and reduce costs associated with this effort.
The per -tree cost of $59 is a substantial reduction from previous bids with an average cost of $159 per tree.
This will allow for approximately three times the number of trees to be trimmed for the budgeted amount. The
low bidder has provided this type of service for a number of cities (including Lodi) and is able to mobilize
sufficient equipment and labor to provide a very low cost per tree. This bid is for the area along Pine, Oak and
Walnut Streets between Hutchins Street and Church Street, south to Lodi Avenue, but it could include additional
adjacent areas should funds become available. In addition to the grid pruning, there will be a number of optional
bid items to cover other needed maintenance issues and emergency work to expedite response time. The
contract will be for the remainder of fiscal year 2006107 with options to renew, if mutually agreeable.
Street tree pruning specified in this contract is very different from the work done under electric utility
line -clearing contracts. Those contracts require different worker training and equipment, and their goal is to
protect utility lines, not the overall health and aesthetics of the tree, as is done in this contract. In addition,
much of the utility work is done in rear yard easements while this work is all in streets. Thus, cost per tree is
not at all comparable between the two types of contracts.
The specifications were approved on January 17, 2007, and are on file in the Public Works Department. The
City mailed out seven bid packets and received the following two bids on February 1, 2007:

A RESOLUTION OF THE LODI CITY
COUNCIL AWARDING THE CONTRACT
FOR TREE TRIMMING 2007

WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on February 1, 2007, at
11:00 a.m., for Tree Trimming 2007, described in the specifications therefore approved by the
City Council on January 17, 2007; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, staff recommends that the contract be awarded to the low bidder,
West CoeM Aiborists, Inc., of Stockton, California, in the amount of $18,290.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby awards the
contract for Tree Trimming 2007 to the low bidder, West Coast Arborists, Inc., of Stockton,
California, in the amount of $18,290.
