COUNCIL COMMUNICATION
AGENDA TITLE: Adopt resolution Awarding Contract for Well 28 Pump and Motor and Site
Improvements Project, 2800 Wrost Kettleman Lane, to Preston Pipelines, Inc., of
Milpitas ($284,986) and Appropriating Funds ($110,000)

RECOMINENDED ACTION: Adopt a resolution awarding the contract for the above project to
Preston Pipelines, Inc., of Milpitas, in the amount of $284,986 and
appropriating funds in accordance with the recommendation shown below.
BACKGROUND INFORMATION: This project will have the contractor furnish and install a 150 -horsepower deep
well turbine pump and motor, 442 linear feet of 10 -inch water main, 340 linear
feet of storm drainage pipe, 410 linear feet of 8 -foot chain link fence with gate,
and other incidental and related work, all as shown on the plans and
specifications for the "Water Well 28 Pump and Motor and Site Improvements, 2800 West Kettleman Lane" project.
This is the final phase of the well improvement. The well is located on the site of the future Westside substation
and will ultimately be enclosed within the walls of the substation. The completed well will provide much-needed
peak demand water, as well as fire protection for the western edge of the City.
The control panel ($25,700) and the remote terminal unit ($8,600) for this well site have been purchased and will
be delivered to the City in the spring of 2007. The combined cost of the equipment and well site improvement is
$400,000. There is an encumbrance of $290,000 from the original appropriation per Resolution No. 2004-194.
Staff is requesting an additional appropriation of $110,000 to complete the project.
Plans and specifications for this project were approved on November 15, 2006. The City received the following
five bids for this project on December 20, 2006.

FISCAL. BIIPACT:
The completed water well will require regular maintenance and operation costs
which have been accounted for in the water rates.

RESOLUTION NO. 2007-06
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING
THE CONTRACT FOR WELL 28 PUMP AND MOTOR AND SITE
IMPROVEMENTS PROJECT, 2800 WEST KETTLEMAN LANE,
AND FURTHER APPROPRIATING FUNDS
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on December 20, 2006, at
11:00 a.m., for Well 28 Pump and Motor and Site Improvements Project, 2800 Kettleman Lane,
described in the specifications therefore approved by the City Council on November 15, 2006;
and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, staff recommends that the contract be awarded to the low bidder,
Preston Pipelines, Inc., of Milpitas, California, in the amount of $284,986.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby awards the
contract for Well 28 Pump and Motor and Site Improvements Project, 2800 West Kin
Lane, to the low bidder, Preston Pipelines, Inc., of Milpitas, California, in the amount of
$284,986; and
BE IT FURTHER RESOLVED that funds in the amount of $110,000 be appropriated
from the Water Impact Fee for this project.
