BACKGROUND INFORMATION: The City has made substantial progress on the State -mandated improvements at the White Slough Water Pollution Control Facility. Phase 1 — Interim Aeration Improvements and miscellaneous electrical and earthwork improvements was completed in 2003. Phase 2 — Year 2004 Improvements Project, which was completed in 2006, included the installation of tertiary filters, LIV disinfection equipment, additional aeration improvements, emergency generator, and associated electrical and mechanical facilities. The condition of the trunk sewer between Lodi and the treatment facility is being evaluated and preliminary indications are that a substantial rehabilitation will need to be done relatively soon, and this cost can be considered as part of this financial work. Council is being asked to approve the plans and specifications and authorize advertising for bids for the Phase 3 project, which includes the construction of an additional secondary clarifier, an additional digester, aeration basins, headworks modifications, minor administration building modifications, and associated electrical, mechanical, utility, site preparation and demolition work. The improvements to the secondary process are necessary to meet current and anticipated State of California regulatory requirements and improve treatment process reliability. A prequalification process is included to determine eligible bidders and ensure contractors have the necessary experience to perform the work. Aeration panel pre -purchase — The aeration panels are to be installed in the two new aeration basins to match the existing panels. The equipment purchase from Parkson Company as part of the Phase 2 project included a clause for the City to purchase additional aeration panels to be installed with the Phase 3 project. The total cost of these panels is $609,029. Pre -purchase is necessary to insure the panels are delivered and available for installation by the construction contractor to meet the project schedule. We also anticipate a slight cost savings in purchasing these directly rather than through the construction contractor. The plans and specifications are on file in the Public Works Department. This third wastewater financing (matching the three construction project phases) was planned in 2004. The financial analysis and rate increases in 2004 and 2005 covered these anticipated costs. However, once we receive bids and have a better cost estimate on the pipeline rehabilitation work, we will be able to assess the potential impact on rates.
