Architectural Review Committee

RECOMMENDED ACTION: Direct the City Clerk to re -post for expiring terms on the Recreation
Commission and the Site Plan and Architectural Review Committee.
BACKGROUND INFORMATION: The City Clerk's Office posted for expiring terms on various boards
and commissions at the City Council meeting of November 1, 2006.
The 30 -day application period has since expired; however, very few
applications were submitted for the Recreation Commission and the
Site Plan and Architectural Review Committee. In an effort to generate a larger selection pool, the Mayor
has suggested that the following expiring terms be re -posted for another 30 -day period.

on the Recreation Commission
The City of Lodi is currently accepting applications for
the Recreation Commission, developed to advise
City Council regarding parks, recreation, and leisure
activities which would interest or impact the community.
The Recreation Commission meets at 7:00 p.m. on
the 1"' Tuesday of each month at the Carnegie Forum,
and consists of 5 members, each serving 4 -year terms.
Applications are now being accepted to fill one (1)
vacancy on the Recreation Commission for a 2 -year
terra, which expires on December 31, 2008, and three
(3) expiring terms for 4 -year terms, which expire on
December 31, 2010.
Applications may be obtained from the City Cleric's
Office at 221 W. Pine St., 2nd floor. For more
information call 333-6702, or access the City's Web
site at www.bdi.gov.
Appointments to the commission will be made by the
Mayor with Council approval.
Nole: You must be registered to vote in San Joaquin
Courfty at the time of application. If appointed, you will
be required to complele a Staternent of Economic
Intatest. This is a volunteer, unpaid position.

One (1) Expiring Terra on
the Site Plan & Architectural
Review Committee (SPARC)
The City of Lodi is currently accepting applications for the
Site Plan A Architectural Review Committee
(SPARC), developed to assist the Planning Commission
in reviewing site plans and architectural drawings in order
to determine compliance with zoning ordinances and to
promote the orderly development of the City.
SPARC meets at 5:15 p.m. on the 1$t and 3`o Mondays of
each month at the Carnegie Forum and consists of 5
members, each serving 4 -year terms.
Applications are now being accepted to fill one (1)
expiring term on SPARC, term to expire January 1, 2011.
Applications may be obtained from the City Clerk's
Office at 221 W. Pine St., 2"d floor. For more
information call 333-6702, or access the City's Web
site at www.lodi.gov.
Appointments to the committee will be made by the
Mayor with Council approval.
Note: You must be registered to vote in the City of Lodi at
the time of application. If appointed, you will be required to

Response to our initial filing was less than enthusiastic and I am hopeful we can
entice additional qualified applicants to step forth. Therefore, at the January 3,
2006 Council meeting, I am going request the Council extend the. application Bing
period for an additional thirty (30) days.

Thank you for applying for reappointment to the Parks and Recreation
Commission. Your continued interest in this important commission is greatly
appreciated.
Unfortunately, very few applications were received. In an effort to attract additional
qualified applicants, at the January 3, 2006 Council meeting, l am going request
the Council extend the application filing period for an additional thirty (30) days.
Another item of relevance to the appointment process that I must share with you
concerns residency. Approximately sixty percent (60%) of the current Parks "
Recreation Commissioners are non -Lodi residents. While we currently allow non-
residents to serve, i find it unusual that so many members of the Commission do
not live in Lodi. A survey provided to me recently by the City Clerk shows that 32
of 48 California cities require members of "permanent Boards and Commissions"
to be residents. Our current City policy encourages the Council 4o give preference
to Lodi residents who are registered voters.
I hope the extension of the application filing period is not a great inconvenience.
