BACKGROUND INFORMATION: The City of Lodi's transit operations provide fixed route and
Dial -A -bide services throughout the City of Lodi and some adjoining
areas in San Joaquin County, such as Woodbridge. Operating
costs for transit have steadily increased (Exhibit A). As noted on the
exhibit, operating costs have more then doubled over the last six years. While we have reduced
operating costs in the past year, fare revenue still covers only about 9% of operating costs. With the
proposed increases, they would still only cover about 13% of operating costs.
Fixed route and Dial -A -Ride have not seen a fare increase since the creation of the fixed route system in
1994. Staff is recommending the following fare increases, effective January 1, 2005, to help meet the
operational and capital needs of the Transit system. The current and proposed fares are as follows:

The proposed fare increases still leave Lodi's transit fares less than most transit systems (witty the
exception of the proposed general public Dial -A -bide fare). See Exhibit B, Transfers on find route will
remain free, however, a stricter transfer policy has been established, Passengers previously were able to
receive transfers to any route, including the route they are currently on, which is not the intent of a transfer.
Passengers will still be able to receive a free transfer when they board a bus, however, that transfer will
only be able to be used to transfer to a different route (i.e., for a cross-town trip via Lodi Station).
Another change to be implemented with the proposed fare increases is in the policy regarding children's
fares. Currently, up to four free children under the age of 5 can ride with every paying passenger. The
standard for most systems is two free children under the age of 5 per paying passenger, Staff is
recommending amending the policy to conform with industry standards.
Also, changes in the cost and type of multi -ride pass are being recommended. Presently, 31 -day passes
are provided at essentially full fare for regular weekday passengers. These must be dated and punched
as used. In order to simplify administration and encourage regular ridership, these passes would be
eliminated in favor of a monthly pass at a true discounted rate. Additionally, as a convenience, a 10 -ride
ticket will be offered (at regular fare) on both Dial -A -Ride and fixed route. These 10 -ride tickets will be
good at any time and will not have an expiration date.
For Dial -A -Ride, staff is proposing to increase the surcharge from $0.50 to $1.00 for service outside the
City limits. In addition, the City is proposing to expand our Dial -A -Ride service area to include the
San Joaquin County portion of the Lodi Urbanized Area which is currently outside our fixed route service
area. This area includes the community of Woodbridge, as well as the Highway 99 corridor from the
north County line to Bear Creek Road,
Three public meetings were scheduled prior to the public hearing on October 20, 2004. The first meeting
was held on Tuesday, October 5, 2004, at 9:00 a.m,, at the Hutchins Street Square Senior Center, The
second meeting was held an October 6, 2004, at 2M p.m., at the San Joaquin Council of Governments.
The third was held on 12, 2,004, at 9,30 a.m., at the Loef Senior Center and Gardens. Free transportation
was offered to both Lodi meetings. Comments received at these meetings, as well as other fare options,
will be presented at the public hearing on October 20, 2004,
