HomeMy WebLinkAboutAgenda Report - October 19, 2005 E-03AGENDA ITEM &I CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for Water Meter installations MEETING DATE: October 19, 2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve plans and specifications for the above project and authorize advertising for bids. BACKGROUND INFORMATION: The Residential Water Meter Retrofit Pilot Project includes the installation of approximately 400 domestic water meters with remote reading capabilities. This project allows staff to evaluate the overall effectiveness of the plans and specifications and make appropriate adjustments before embarking on larger meter installation projects. The City is mandated by Assembly Bill 2572 to install meters on all of the approximately 17,000 residential services within the City by January 1, 2025. These plans and specifications are for installation of City -furnished meters, which are being procured separately. The criteria used to establish the pilot project location is based on the following: 1) the areas include lot sizes from 5,300 square feet to nearly 15,000 square feet; 2) the areas include homes that were constructed after 1992 when the City began collecting fees for the purchase and installation of water meters; and 3) the areas are within the same electric meter reading route which allows for concurrent, automatic water and electric meter reading (see attached map). The plans and specifications are on file in the Public Works Department. FISCAL IMPACT: The location of the pilot project includes residents which have already paid for a meter. Water utility revenue will not change initially, since the water rates will remain on a flat rate until usage data is obtained and evaluated from this project. Staff will bring policy and financial issues regarding metered water rates to the Council later this year. FUNDING AVAILABLE: The money for this project will be coming from the Water Fund. The budget appropriation for the Retrofit Project is $180,000 for the 2005106 fiscal year. The meter purchase portion of the project is estimated at $95,000 and this installation contract at $85,000. mes R. Krueger, Finag4k Director Richard C.
