AGENDA TITLE: Adopt resolution approving matching grant application of G -REM, Inc. for
public art project to be located at the Vintner's Square Development.

RECOMMENDED ACTION: Adopt resolution approving matching grant application by G -REM,
Inc. for funding of public ark project to be located at the Vintner's
Square Development.
BACKGROUND INFORMATION: The City's Public Art Policy was adopted by Council in 2001 for the
purpose of "promoting permanent works of art accessible to the
general public throughout the City." The administrative policies
state also that "The City will encourage the inclusion of visual arts in
new public and private development projects through the development review process" and that "Projects
receiving matching funds must provide a clear public benefit and advance the City's public art goals."
Since 2001, 2% of private development impact fees have been set aside for the purpose of funding public
art projects. As of June 30, 2005, the Public Art Fund balance was $519,583. To date, no projects have
been funded from this account, (The City's first public art project, the Sandhill Crane sculpture, was paid
for by Public Works/Transit.)
At the time of G-REM's original application in 2002, then -Community Development Director, Rad Bartlam
encouraged them to include a public art component with the understanding that matching grant funding
would be available.
G -REM, Inc. submitted their application for matching grant funding of a public art project on August 18,
2005. The project will be located at the northwest corner of the Vintner's Square development (at
Highway 12 and Westgate Drive). The total project budget is estimated at $96,365; and the grant
request is for the maximum allowable of $40,000. A sketch and description of the project as well as an
excerpt of the project description are attached.
As required, the matching grant application and project was reviewed by Lodi's Public Art Advisory Board
at their last regular meeting on August 31, 2005. The Board unanimously approved the application
(minutes also attached).

FUMDINS: The funding for public art (and this grant) is made available through
2% of development impact fees which have been collected and set
aside for this purpose. The Vintner's Square development includes
both commercial and residential development, and has contributed
approximately $30,000 to the City's Public Art Fund as part of their
overall payment in development impact fees.

PROJECT DESCRIPTION:
This project comprises an artistic decorative tile and stone wall, curved at the
Southwest corner of Vintner's Square. Susan Dannenfelser and Kirk Beck will
create a painterly tile mural featuring a panoramic view of the regional landscape,
with rolling hills, grape vineyards and corbels. Wildlife elements will be included.
A smaller piece will be included for the Southwest Corner of the development.

NARRATIVE AND SUPPORT MATERIALS
1. SCOPE OF THE PROJECT
This project will be an incorporation and collaboration with G -Rem, Inc to
create a tile mural on the curved corner wall at the northwest corner of the
Vintner's Square development. A secondary smaller curved corner wall
section will enhance the southwest corner of the development.
The artists will design, fabricate and install the painterly landscape mural
tiles, meeting all documentation requirements, for the sum of $60,000.
2. APPLICANT PROFILE
The Geweke family of companies was 'Founded in 1966, and is based in
Lodi. Daryl and Opal came to Lodi after they purchased the Green l=ord
auto dealership. Though the core business is the ownership and operation
of auto and RV dealerships, their business interests extend "to focused -
service hotels, mini storage, and shopping centers. The current portfolio
of businesses include 6 auto dealerships, 2 RV dealerships, 3 hotels
operating with 3 under construction and 4 in development, a mini storage
facility, and 2 shopping centers under construction. Daryl and Opal
Geweke are the founding family members and actively lead the
organization. Son Larry Geweke and daughter Jane Willett manage
aspects of the businesses. 4 of Daryl and Opal's grandchildren are active
in the organization as well.
3. GOALS AND PRIORITIES
It is important to the Geweke family that their developments, especially in
Lodi, exhibit a pride of ownership, as the family develops its properties to
hold through the generations. It is on this priority that the Gewekes
agreed to incorporate a public art component to the Vintner's Square
shopping center in Lodi.
4. PARI-NERSHIPS/PARTICIPANTS/COMMUNITY INVOLVEMENT
This is a project involving only the G -REM and the Geweke Family
Partnership and the artists and subcontractors hired by them.
5. PLANNING,, PREPARATION, IMPLEMENTATION
We were recommended by Kondradt Bartlam, the former Community
Development Director for the City of Lodi, to discuss the project with Ms.
Robyn Burror, a public art consultant. Robyn developed our vision for
public art at the SW corner of the project, which we perceived as an
important `Gateway' to the City of Lodi along Highway 12/Kettleman Lane.
Using her experience and expertise in public art projects, she helped us
match prospective artists with our concept, and coordinated the
qualification and proposals for the artists selected.
6. BENEFIT TO COMMUNITY/APPLICANT
This public art project will benefit the citizens of Lodi in many ways. Like
the Wine Visitor's Center, Veteran's Memorial, the train/transit station,
Carnegie Forum, Hutchins Street Square, and other City landmarks, this
public art project will be one more landmark that residents can be proud to
show visitors. Additionally, travelers passing by and otherwise not
expecting to stop in Lodi may be drawn to stop and admire the public art,
which may in turn result in commerce that Lodi otherwise would not
receive in terms of restaurant and retail patronage.
7. UNSERVED AND/OR UNDERSERVED POPULATIONS
This project is designed for anyone and everyone to enjoy and share.
Locals will see it often as they either shop in the area or are driving to or
from town on Highway 12. Passersby will have an opportunity to view the
public art as they travel to or from their destination. The more than 350
employees who will work at Vintner's Square can visit the art on their
lunch hour or breaks. Significant residential development is anticipated in
this area, so many future residents will also have opportunity regularly be
exposed to the public art. The content of the art, which includes plants,
flowers, and birds, will appeal not only to viewers of all ages, but those
with specific interests in these areas.
8. EVALUATION AND FOLLOW-UP ACTIVITIES
Robyn Burror, the public art consultant on the project, will be responsible
for overseeing the artist's activities, schedule, quality of work, in
conformance with the artist's original proposal. Robyn will also coordinate
the unveiling and a reception upon the completion of the project.

Prior to formalizing their collaborative efforts under the name of Dannenbeck Studios,
Susan exhibited her sculptural work widely throughout the United States. She had two one
person shows at The Quay Gallery, San Francisco, and two at Eaton/Shoen Gallery also in San
Francisco. Her numerous group exhibitions include Syntex Gallery, Palo Alto; John Michael
Kohler Arts Center, Sheboygan, Wisconsin; Art Forum Gallery, Singapore; Gallery of the Muses,
Berlin, Germany; Peace Garden Proposal Exhibition, Washington D.C.; Crocker Art Museum,
Sacramento; University Art Museum, Berkeley; Transamerica Occidental, Los Angeles;
Transamerica Pyramid, San Francisco; San Francisco Museum Of Modern Art, Pewabic Pottery,
Detroit, Michigan; Walnut Creek Civic Arts Gallery, and the Contract Design Center, San

Susan's work is included in many public and private collections, and has been reviewed or
reproduced in numerous publications including ARTFORUM, ARTWEEK. San Francisco
Chronicle, San Francisco Examiner, San Francisco Magazine, Oakland Tribune, Contra Costa
Times, Contra Costa Sun, Images and Issues, Architectural Digest, San Francisco Focus,
Ceramics Monthly, Craft Horizons, Orange County Register, Disney Magazine, Style 1900, and
American Bungalow.
In addition to exhibiting, Susan has taught sculpture at the University of California,
Davis, San Jose State University, University of California, Berkeley , and at St. Mary's College,
Moraga. She has also taught art to elementary school, middle school and preschool students.
Most recently she has taught several two day workshops entitled Contemporary Tile Making for
the California College of Arts and Crafts and Kirk and Susan teamed up to teach a tile workshop
for the Oakland Museum's special celebration of tiles. Susan is active in the arts community and
has served on the board of Pro Arts Oakland from 1982-1987, and on the Hearst Art Museum
Advisory board from 1990-1996. Kirk and Susan are both members of the Northern Californian
Tile Artisans. A complete resume is available upon request.
Kirk is a licensed general contractor with a speciality C-54 license for tile installation. He
has an extensive background in fine woodworking and building construction. Kirk is also very
knowledgeable about the materials and techniques of his craft. His designs reflect this wide
range of knowledge as well as his thorough understanding of how space can best be utilized. He
brings to Dannenbeck the ability to realize all of our designs, with integrity to materials and fine
craftmanship. Kirk served on the board of the Tile Heritage Foundation from 1999 - 2004. A
collaborative artwork, combining both wood and ceramic was included in a show recently at the
Regional Center for the Arts in Walnut Creek, Calif. Portfolio available.

The meeting of the Art in Public Races Advisory Board was called to order at 12:05 pm
on Wednesday, August 31, 2005 in the Cottage Room of Hutchins Street Square.
Introductions of new board members Baubie Fox (Parks & Recreation Commission
Liaison) and Doug Kuehne (Planning Commission Liaison) were made.

C. REGU LAR AG EN DA- Discussion Items
1. Matching Gant Application — &REM, Ina
Ms. 9lvestre provided copies of the City's first Public Art/Matching grant application
submitted by G-RBVI, Inc. The application was reviewed by the board members, and
a short presentation was made by Dale Gillespie (G -REV) and Robyn Burror
(Project Coordinator for G -REV). After discussion, a motion was made by Laura
Heinitz to approve the application. Seconded by Baubie Fox.
Motion carried 4-0.
Ms. 91vestre informed the Board that the City Manager had requested a Board
Member attend the City Council meeting and introduce the item for their
consideration.
2. Legion Park Fountain
Ms. 9lvestre introduced Steve Dutra (Parks & Recreation) who made a short
presentation to the Board regarding the need to address the broken fountain at
Legion Park. After discussion, the Board recommended that in light of the City's
current budget situation, the statue in the fountain be fixed by a concrete
contractor, and that the fountain itself be re -worked into the landscaping (no water
feature).
a Centennial Art Retie
Ms. 9lvestre introduced this item. In light of the City's upcoming Centennial
celebration, the City Clerk had requested that the Public Art Advisory Board
consider a project commemorating the City's 100th anniversary of incorporation.
Racement for the finished project was suggested for Hutchins Street Square. After
discussion, the Board recommended that the City incorporate a commemorative art
project with the painting of the water tower. This would allow the most visibility to
the citizens, and be the most cost and time effective way to accomplish something
for the Centennial.

Ms. Fox suggested that for future meetings held at noon, lunches be ordered for the
Board. Ms. 91vestre confirmed that this could be done, but would have to be paid for
by the advisors as there was no allowance in the public art budget for food.

G -REM, INC., FOR PUBLIC ART PROJECT LOCATED
AT THE VINTNER'S SQUARE DEVELOPMENT
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby approve matching grant application of G -REM, Inc., for public art project
located at the Vintner's Square Development in the amount of $40,000.00.

Dear Susan: Would you please forward this message to
the Mayor and Council Members? Thank you.
Dear Mayor and Council Members:
Tomorrow evening you will hear a request from G -REM,
Inc., for a matching fund request under the public art
program. Though I am no longer with G -REM, Inc., I am
proud to have worked on this project, and support its
approval.
Certainly on the surface it would appear unwise to
spend City funds at this time on public art. However,
the City has been setting aside a portion of impact
fees collected for new development specifically for
this purpose for a number of years. It is my
understanding this fund now totals over $700,000., and
that to date, no private entity has brought forth a
public art project under the program. That will
change tomorrow night as G -REM presents its proposal
for a public art wall at the NE corner of Kettleman
Lane/Hwy 12 and Westgate Drive. This exciting project
will truly enhance one of Lodi's "Gateways", and
further positively identify Lodi as a unique
community. The $40,000. request by G -REM, although
the maximum allowed, falls short of a match, as the
total project cost is over $93,000. Impact fees
collected by the City for the Vintner's Square project
have generated over $33,000. into the public art fund.
I hope you will agree that these numbers add up to a
project worth funding.
I strongly support this project, and hope that you as
the City policy makers will also. Please call me at
