HomeMy WebLinkAboutAgenda Report - October 5, 2005 E-14AGENDA ITEM EW 14 Aft CITY OF LODI NW COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt resolution approving the application for grant funds for the California River Parkways Grant Program under the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 MEETING DATE: October 5, 2005 PREPARED BY: Parks and Recreation Director Public Works Director RECONN#ENOED ACTION: That the City Council adopt the attached resolution authorizing staff to apply for grant funds for the California River Parkways Grant Program under the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002. BACKGROUND INFORMATION: In 2002, California voters passed the Water Security, Clean Drinking Water, Coastal and Beach Protection Act. The Act (Proposition 50) is composed of several programs, one of which is the California River Parkways Grant Program. This competitive program provides $40.5 million to acquire, restore, protect and develop river parkways. Staff is requesting authorization to apply for grant funds under this program to build a pedestrian walkway bridge that will continue our efforts of providing a handicap accessible bicyclelpedestrian corridor within Lodi Lake Park. Handicap accessible bicycle/pedestrian trails have been constructed with the idea that the pedestrian walkway bridge would allow us to connect them all together. This project qualifies for funding by providing recreational opportunities along the Mokelumne River. Additionally, an interpretive component will be added supporting the Lower Mokelumne River Watershed Stewardship plan. Staff is also focused on the healthlwellness benefit of connecting the existing trails together. The bridge will afford facility users the ability to travel the entire looped trail system. FISCAL IMPACT: The total project is roughly estimated to cost $1,000,000. The grant application VAI be requesting $750,000 in funding with a 25% City match ($250,000). Under this bond act program, matching funds are not required; however, given the limited available funds, staff feels this will help make the project more competitive. Any additional project funds needed can come from Development Impact Fees and in-kind services from City staff and supporting community groups. FUNDING AVAILABLE: City will offer 25% match from Parks & Recreation Development Impact fees, as this project is considered part of the deue oTent of the WOA13 acres of Lodi Lake Bark. WaterWastewater Superintendent APPROVED: 1_:::::::2S' ) BI ' ng, City Manager RESOLUTION NO. 2005-211 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER PARKWAYS GRANT PROGRAM UNDER THE WATER SECURITY, CLEAN DRINKING WATER, COASTAL AND BEACH PROTECTION ACT OF 2002 (PROPOSITION 50) WHEREAS, the Legislature and Governor of the State of California have provided funds for the program shown above; and WHEREAS, the Resources Agency has been delegated the responsibility for the administration of this grant program and establishing necessary procedures; and WHEREAS, said procedures established by the State Resources Agency require a resolution certifying the approval of application(s) by the Applicant's governing board before submission of said application(s) to the State; and WHEREAS, the Applicant, if selected, will enter into an agreement with the State of California to carry out the Project. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby: 1. Approves the filing of an application for the Mokelumne River/Lodi Lake Parkway Pedestrian Bridge and Shoreline Stabilization; 2. Certifies that Applicant understands the assurances and certification in the application; 3. Certifies that Applicant or title holder will have sufficient funds to operate and maintain the Project(s) consistent with the land tenure requirements, or will secure the resources to do so; 4. Certifies that it will comply with the provisions of Section 1771.8 of the State Labor Code regarding payment of prevailing wages on Projects awarded Proposition 50 Funds; 5. If applicable, certifies that the Project will comply with any laws and regulations including, but not limited to, legal requirements for building codes, health and safety codes, and disabled access laws and that, prior to commencement of construction, all applicable permits will have been obtained; and 6. Appoints the City Manager, or his designee, as agent to conduct all negotiations and to execute and submit all documents including, but not limited to, applications, agreements, payment requests, and so on, which may be necessary for the completion of the aforementioned Project(s).
