AGENDA TITLE: Adopt Resolution Approving Application for Transportation Planning Grant
from the California Department of Transportation (Caltrans)
MEETING DATE: October 5, 2005

RECOMMENDED ACTION: That the City Council adopt a resolution approving the application
for a Transportation Planning Grant from the California Department
of Transportation (Caltrans) for the Railroad Corridor Transit
Oriented Development Plan.
BACKGROUND INFORMATION: One of the goals of the City is to deliver projects that benefit the City
and enhance the Community. Grant programs are a beneficial step
in achieving that goal. The planning grant, if approved, will
supplement staff's efforts to develop context -sensitive plans and will
aid in building community support by providing financial resources to conduct community planning
meetings. It is expected the grant request will not exceed $75,000. Caltrans is providing these grants as
an opportunity to promote public involvement by diverse and underserved communities in the
transportation planning process while improving mobility, access, equity and quality of life. Additionally,
Caltrans is looking for projects which encourage community involvement and partnership. The Railroad
Corridor Transit Oriented Development Plan would look to encourage residential development
Downtown, develop incentives to encourage transit ridership, and enhance Downtown revitalization.
There are a number of reasons that planning for residential development in the vicinity of the train station
is prudent. Between the San Joaquin Regional Rail Commission and the San Joaquin COG, commuter
rail service between Stockton and Sacramento is currently in the exploratory stage. In accordance with
the Downtown Lodi Revitalization Program, the City has spent public funds to enhance the train station to
stimulate private investment. The State of California is interested in funding housing around transit
stations (also known as Transit Oriented Development — TOD). Studies have shown the utilization of rail
commuter transit increases dramatically the closer housing is to a rail station.
If the City grant application is successful, staff will return to the City Council for final approval.
FISCAL IMPACT: By utilizing grant funds, the City will be able to plan for further development
in the Downtown core and introduce mixed-use housing.
FUNDING AVAILABLE: The grant requests a local match. The local match (10%) will be provided
by utilizing Transportation Development Act funds, Measure K funds

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE APPLICATION FOR TRANSPORTATION PLANNING GRANT
FROM THE STATE OF CALIFORNIA DEPARTMENT OF
TRANSPORTATION (CALTRANS)
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
approves the application for a Transportation Planning Grant from the California
Department of Transportation (Caltrans) for the Railroad Corridor Transit Oriented
Development Pian.
