HomeMy WebLinkAboutAgenda Report - October 5, 2005 E-05AGENDA ITEM E*5 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Rejecting all Bids and Authorizing Advertisement for Bidt for the Turner Road Underpass Pump Station Modifications MEETING DATE: October 5, 2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution rejecting all bids for the above project and authorizing advertisement for bids. BACKGROUND INFORMATION: This project consists of installing a new access hatch for the storm drain pump station that serves the Turner Road Underpass. The aging pumps and piping have reached their usable life and are in need of replacement. On September 14, 2005, the following bids were publicly opened: Claybom Construction $ 90,715.00 Diede Construction $ 97,585.65 TNT Industrial $129,524.00 Engineer's Estimate $ 50,000.00 It is believed the high bid prices may be due to the bidding climate associated with the late construction season. To reduce costs, staff is requesting Council authorization to advertise this project in the spring of 2006. Staff will also contact the bidders in order to identify possible cost saving measures we can incorporate into the specifications. FISCAL IMPACT: None, since the project will be constructed during the same budget year. FUNDING AVAILABLE: The money for this project will be coming from the Wastewater fund. Prima, Jr. Public Works Director Prepared by Charlie Swimiey, Senior Civil Engineer RCPICS/pmf cc: Street Superintendent Senior Civil Engineer Fujitani Management Analyst Areida Senior Engineering Technician Gaither APPROVED: / Blair King, Manager JAPROJECTSISTORMORN1TurnerRdUnderpassPumpStationModlCReject_bids.doc 9/2812005 RESOLUTION NO. 2005-205 A RESOLUTION OF THE LODI CITY COUNCIL REJECTING ALL BIDS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE TURNER ROAD UNDERPASS PUMP STATION MODIFICATIONS WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on September 14, 2005, at 11:00 a.m., for Turner Road Underpass Pump Station Modifications, described in the specifications approved by the City Council on August 3, 2005; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder loll Bid Engineer's Estimate $ 50,000.00 Clayborn Construction $ 90,715.00 Diede Construction $ 97,585.65 TNT Industrial $129,524.00 WHEREAS, this project consists of installing a new access hatch for the storm drain pump station that serves the Tumer Road Underpass and replacing the aging pumps and piping; and WHEREAS, because the bids submitted were higher than the engineer's estimate, staff recommends rejecting the bids and advertising this project in spring 2006 with revised specifications to include any known cost saving measures. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby rejects all bids for the Turner Road Underpass Pump Station Modifications; and BE IT FURTHER RESOLVED that the Lodi City Council hereby approves the advertisement of this project in spring 2006 with revised specifications to include any cost saving measures identified by staff or potential bidders.
