HomeMy WebLinkAboutAgenda Report - September 21, 2005 E-11AGENDA ITEM E4011 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute San Joaquin Council of Governments (SJCOG) Cooperative Agreements for Grapellne and Dial -A -Ride Capital Purchases MEETING DATE: September 21, 2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to execute San Joaquin Council of Governments (SJCOG) cooperative agreements for Grapeline and Dial -A -Ride (DAR) capital purchases. BACKGROUND INFORMATION: The City of Lodi requested Measure K capital funds for use as the local match for two Congestion Mitigation/Air Quality (CMAQ) projects to purchase a total of ten transit vehicles. These requests are eligible within the existing Measure K Ordinance and Expenditure Plan. The first request was for $75,000 in capital funds for the Lodi Grapeline Express service, which provides commute services during peak hours. These funds will match the $180,000 CMAQ award to purchase three alternative -fueled vehicles for use as Express buses during commute hours. These three vehicles will replace three of the remaining conventionally -fueled vehicles in the transit fleet. While not in use for Express service, these vehicles will be used for Lodi's DAR service or as maintenance reserves. This request is eligible for Measure K funding through the Commute Transit/Intra-City Service category which funds capital and operations projects that promote the use of alternative transportation during the commute hours. The second request was for $175,000 in capital funds for DAR services. These funds will match the $420,000 CMAQ award to purchase seven aItem ative fueled DAR vehicles. Two of the seven will replace the remaining conventionally -fueled vehicles in the transit fleet. The remaining five will replace older vehicles that have passed their service life, allowing for the older vehicles to be placed into reserve. This request is eligible for Measure K funding through the Inter-CitylElderly/Handicapped Transit category which funds capital purchases for transit service to the elderly, the handicapped, and the transportation disadvantaged. The first five vehicles are programmed for procurement in Federal Fiscal Year 2006, with the remaining five vehicles programmed in Federal Fiscal Year 2007. FISCAL IMPACT: The Measure K funds will serve as the matching requirement for the Congestion Mitigation/Air Quality funds the City received from the San Joaquin Council of Governments. This use of matching funds allows the City to utilize the transit funds originally intended for this project to purchase additional needed capital equipment.
