AGENDA TITLE: Adopt Resolution Awarding Contract for Henning Substation Driveway and Parking
Lot Expansion, 1345 West Kettleman Lane, to A.M. Stephens Construction
Company, Inc., of Lodi ($60,440)

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the
above project to A.M. Stephens Construction Company, Inc., of Lodi, in
the amount of $60,440 in accordance with the recommendation shown
below.
BACKGROUND INFORMATION: This project will provide access to Henning Substation from
Kettleman Lane, through the recently -installed gate at the southeast corner
of the substation and install handicap ramp, sidewalk, fencing and
miscellaneous site improvements around the relocated modular feline unit.
This new substation entry will eliminate the need for access through the MSC yard, resulting in much-needed
additional storage space within the yard. The design of the driveway allows tractor/trailer rigs (lowboys) hauling
large power equipment, such as transformers and circuit breakers, to enter and exit directly from Kettleman Lane.
The modular feline unit provides expanded space for the Animal Shelter as agreed to by the City in 2004. (A
memorandum of understanding between the City and People Assisting Lodi Shelter — PALS — was approved by
the Council at its November 17, 2004 meeting.)
Related work by others has been completed in anticipation of the work covered by this contract. This includes
site preparation for the modular building that was relocated from its Skate Park location. Street crews performed
the site preparation work. Meehleis Modular Buildings, Inc., relocated the building at no cost to the City. Design
of the improvements was prepared by the Engineering Division.
Plans and specifications for this project were approved on June 16, 2005. The City received one bid from
A.M. Stephens Construction Company for this project. The bid was substantially higher than the Engineer's
Estimate of $43,505 probably due to the small size of the project and large volume of other construction work
in the region. Given that a previous, similar project at this site was also well over the Engineer's estimate, and
the approaching winter season, staff does not recommend rebidding the work,
FISCAL IMPACT: There will be a slight increase in maintenance costs for the sidewalk and
driveway improvements.
FUNDING AVAILABLE: Funds for the project, including a contingency of approximately $9,000 (15%),
are available within the Electric Utility budget and will be transferred to the
appropriate project ac ount. (Account 160652 to 161669 - $69,500)

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR HENNING
SUBSTATION DRIVEWAY AND PARKING LOT
EXPANSION, 1345 WEST KETTLEMAN LANE
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on July 27, 2005, at 11:00
a.m., for Henning Substation Driveway and Parking Lot Expansion, 1345 West Kettleman Lane,
as described in the specifications therefore approved by the City Council on June 16, 2005; and
WHEREAS, a sole bid was received from A.M. Stephens Construction Company, Inc.,
of Lodi, California, in the amount of $60,440; and
WHEREAS, the City Manager recommends award of the contract for Henning
Substation Driveway and Parking Lot Expansion, 1345 West Kettleman Lane, be made to the
sole bider, A. M. Stephens Construction, Inc., of Lodi, Califomia, in the amount of $60,440.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the
controct for Kenning Substation Driveway and Parking Lot Expansion, 1345 West Kettleman
Lane, be made to the sole bidder, A. M. Stephens Construction, Inc., of Lodi, California, in the
amount of $60,440.
