AGENDA TITLE: Adopt resolution approving the purchase of a self-contained breathing apparatus
acquired through the FIRE Act and Homeland Security grant programs and
appropriating funds ($49,384.87) (FD)

RECOMMENDED ACTION: That Council grant final approval and authorize the purchase of new high
pressure self-contained breathing apparatus and related equipment.
BACKGROUND INFORMATION: In April 2004, Council approved a cooperative effort between the
Waterloo-Morada Fire District and the Lodi Fire Department to apply
for a FIRE Act grant. In addition, the Fire Department has
participated in the Department of Homeland Security grants for
several years. The use of these grants has been to upgrade firefighter safety equipment. Specifically,
the grants will be used to purchase 45 new high pressure MSA Self -Contained Breathing Apparatus
including spare bottles, communications equipment, a mobile compressor, and testing and maintenance
equipment.
The funds from these two grants will provide over 90% of the purchase costs. The new equipment wdl
provide the City and its firefighters with new state of the art NFPA and OSHA compliant safety
equipment. These purchases will also make available some additional equipment that the department
has been in need of when faced with the larger emergency incidents. Moreover, the equipment purchase
enhances the interoperability of Lodi Fire Department with surrounding fire agencies in the north county
by utilizing identical equipment. The new equipment is meant to replace older equipment and it is
anticipated that these new units will have a service life of fifteen or more years.
This project was conducted in cooperation with the surrounding Fire Districts that provide mutual aid to
the City of Lodi during multiple alarms or whenever Lodi Fire Department apparatus is otherwise
engaged. The City of Lodi will receive over $300,000 in equipment.
FISCAL WPACT: FIRE ACT GRANT: The City of Lodi's match in this cooperative grant with
surrounding fire districts is 10% or $30,000, the funds for which will come from the
savings accrued from the purchase of the new fire apparatus in 2004.
Homeland Security Grant from state OES through coup OES : The City of Lodi
is required to purchase the equipment in advance and be reimbursed by the state;
therefore, this represents a new appropriation and revenue for 2005-06 budget.
The breathing apparatus purchased with this grant will be used by the hazardous
material team and will be compatible with the breathing apparatus purchased with
the FIRE ACT grant monies.

RESOLUTION NO. 2005-194
A RESOLUTION OF THE LODI CITY COUNCIL ACCEPTING THE FIRE ACT AND
HOMELAND SECURITY GRANTS, AUTHORIZING THE PURCHASE OF
HIGH-PRESSURE, SELF-CONTAINED BREATHING APPARATUS AND RELATED
EQUIPMENT, AND FURTHER APPROPRIATING FUNDS FOR THIS PURCHASE
WHEREAS, in April 2004, the City Council approved a cooperative effort between the Waterloo-
Morada Fire District and the Lodi Fire Department to apply for a FIRE Act grant; and
WHEREAS, in addition, the Fire Department has participated in the Department of Homeland
Security grants for several years, which are utilized to upgrade firefighter safety equipment; and
WHEREAS, the grants will be used to purchase 45 new high-pressure MSA self-contained
breathing apparatus including spare bottles, communications equipment, a mobile compressor, and
testing and maintenance equipment; and
WHEREAS, this project was conducted in cooperation with surrounding Fire Districts that provide
mutual aid to the City of Lodi during multiple alarms or whenever Lodi Fire Department apparatus is
otherwise engaged; and
WHEREAS, the total cost of the project exceeds $700,000, with the City of Lodi receiving over
$300,000 in equipment; and
WHEREAS, staff therefore recommends acceptance of the FIRE Act and Homeland Security
grants; recommends approval of the purchase of 45 new high-pressure MSA self-contained breathing
apparatus and related equipment; and further recommends appropriating funds for the purchase.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby accepts the FIRE Act
and Homeland Security grants; hereby approves the purchase of 45 new high-pressure MSA self-
contained breathing apparatus and related equipment; and
BE IT FURTHER RESOLVED that the City Council hereby appropriates funds as follows:
Fire Act Grant: $30,000 from Account #1410.2354 (from savings accrued from
purchase of fire apparatus in 2004) for this purchase; and
Homeland Security Grant: $19,384.87 from Account 4102012.7851 (to be reimbursed upon
receipt of the grant fund from State OES)-
