AGENDA TITLE: Adopt resolution authorizing the City Manager to allocate $24,956 in Public
Benefit Program funds to extend for one year the Lodi LlvingWise Program;
and authorizing the City Manager to execute a contract with Resource Action
Programs to assist In coordinating this educational project (EUD)

RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to allocate
$24,986.00 in Public Benefit Program funds to extend for one year
the Lodi LivingWise Program; and authorizing the City Manager to
execute a contract with Resource Action Programs to assist in coordinating this educational project.
BACKGROUND INFORMATION: Since 2003, the City of Lodi Electric Utility has maintained the Lodi
LivingWise Program. To date, the program has impacted over 1000
Lodi students and their families, as well as dozens of Lodi
educators. The Lodi LivingWise Program provides students and teachers at Lodi area schools (both
public and private schools) with a useful tool that demonstrates energy and water conservation.
For the 2005-2006 school year, Electric Utility staff is once again proposing to provide 520 energy and
water conservation kits to 61h grade students throughout Lodi. Each kit contains a compact fluorescent
lamp, an Electro luminescent (energy efficient) Night Light, a low -flow showerheed, faucet aerators, a
water leak test for toilets, Teflon tape, tape measure, air temperature monitor, an energy efficiency CD-
ROM game, tips on energy/water conservation, and specific ways to weatherize/insulate the home.
Once the kits are delivered to the classroom, and the teacher has received their training packet, students
are then instructed on how/why to implement the contents of the kit at their home. There are pre-
installation and post -installation course discussions that are provided to the instructors, so that the
students are fully engaged in the project. Finally, once the students have the contents of their kits at
home, an assessment is produced by Resource Action Programs staff to determine projected energy
savings associated with the installation of the various energy/water conservation measures. To "kick-off"
the project, an Electric Utility staff member visits each classroom to reinforce the significance of the
project, and discuss the importance of energy/water conservation.
For Council members review, Electric Utility staff has included the 2004-2005 Lodi LivingWise Program
summary report. The report includes an Executive Summary, Program Overview, Implementation
methods, as well as Resource Savings Data (based upon required student participation and feedback).
In addition, Electric Utility staff has included a sampling of program support letters from Lodi educators.
Also by way of this Council action, Electric Utility staff is recommending approval of a contract with
Modesto -based Resource Action Programs. This is the only firm staff has identified which provides this
unique, educational kit. For this reason, and the prior history and working relationship with Resource

Action Programs, the City of Lodi Electric Utility respectfully requests that the Lodi City Council dispense
with going out to bid pursuant to Lodi Municipal Code 3.20.070. The total contract amount (which
includes classroom support, teacher training, the 500+ energy/water conservation kits, and program
evaluation by school site) is $74,9135.00.
The most important goal of this program is to educate our young people about energy and water
conservation, and the significance that their actions today, will have their future. In addition, this
particular product compliments the energy education curriculum mandated by the State of California for
all O through 6#' grade students. Teacher feedback thus far indicates that our program is an excellent
"fit" for portions of their math, science and/or energy education curriculum.
Electric Utility staff respectfully recommends approval of the Lodi LivingWise Program for the 2005-2006
school year, as a qualifying component of the City of Lodi Public Benefits Program, categorized as
demand-side management or energy conservation/efficiency.
FISCAL MIIPACT: The Lodi LivingWise Program is budgeted in the 2005-2006 fiscal year Public
Benefits Program budget. As the program is designed to ►educe energy/water
consumption, there is no fiscal impact to the City of Lodi (this program actually
decreases the amount of energy utilized in Lodi, which in turn reduces the amount
of energy purchased by the utility in the course of a year).
