HomeMy WebLinkAboutAgenda Report - September 7, 2005 E-05AGENDA ITEM CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Approving Plans and Specifications; Authorizing Advertisement for Bids for Elm Street Paving Stone Replacement Project, School Street to Sacramento Street; Authorizing the City Manager to Award or Reject the Contract up to $65,000; and Appropriating $75,000 MEETING DATE: September 7, 2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution approving the plans and specifications; authorizing advertisement for bids for the above project; authorizing the City Manager to award or reject the contract up to $65,000; and appropriating $75,000 of Proposition 42 Transportation Improvement Act Funds. BACKGROUND INFORMATION. This project is proposed to repair a portion of the subgrade below the existing paving stones installed as part of the Elm Street Reconstruction Project in 2001. The subgrade within the travel lanes has apparently failed due to a combination of poor original compaction during construction and wet winter storm drainage damage over the past few years. This project consists of the removal and replacement of approximately 5,000 square feet of existing paving stones, including work to scarify, recompact and regrade the existing subgrade and other incidental and related work, all as shown on the plans and specifications for the project. Staff is requesting Council authorize the City Manager to award or reject the contract up to $65,000 in order to expedite project completion prior to the upcoming rainy season. The additional appropriation is included to address unforeseen changes in the work. The plans and specifications are on file in the Public Works Department. FISCAL IMPACT: The paving stones within the proposed project limits have become uneven, posing a potential trip hazard which exposes the City to additional liability. Additional costs associated with street maintenance are not anticipated to be greater than a normally -paved road. NOW, THEREFORE, BE IT RESOLVED that the Lod City Council does hereby approve the plans and specifications and authorizes advertisement for bids for Elm Street Paving Stone Replacement Project, School Street to Sacramento Street; and BE IT FURTHER RESOLVED that the Lodi City Council hereby authorizes the City Manager to award the contract or reject the bids in an amount not to exceed $65,000; and BE IT FURTHER RESOLVED that funds in the amount of $75,000 be appropriated from the Proposition 42 Transportation Improvement Act Funds for this project.
