MEETING DATE: August 3, 2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to execute the two-year extension option (FY 06107 and FY 07108) of the Transit operations contract with MV Public Transportation, Inc. BACKGROUND INFORMATION: At its May 21, 2003, meeting, the City Council awarded a contract to MV Public Transportation, Inc., for Transit operations. The contract term was for three years with two additional one-year options available. Staff noted that they would return following the second year with a recommendation regarding the execution of the option years. Staff is recommending that the two option years be executed at this time to ensure continuity of service. At the time bids were originally received, costs were obtained for these two option years. The current costs for the 05106 fiscal year and the two option years are: Dial -A -Ride Fixed Fee Dial -A -Ride Cost per Hour Fixed Route Fixed Fee Fixed Route Cost per Hour Current Fiscal Year FY $23,591.00 $24,086.00 $21.01 $21.41 $19,660.00 $20,071.00 $21.01 $21.41 FY 07108 $24,596.00 $21.43 $20,497.00 $21.43 During the past two years, service quality has improved greatly with provisions of the contract not only met but exceeded. Drivers maintain professional uniforms, the buses are clean, and local and corporate management is available, involved and easily accessible when staff has questions or concerns. In addition, MV Public Transportation, Inc., has assisted the City with pursuing new options for revenue and service including Greyhound service and the proposed enhancements and reductions in conjunction with the Short -Range Transit Plan. FISCAL IMPACT: The cost of operations has been included in the budget for the Transit system. Failure to award the option years would result in the need to rebid the service, which could result in higher costs and would require significant staff time to prepare. FUNDING AVAILABLE: Transit operations are paid for utilizing Transportation Development Act funds, Federal Transit Administration Section 5307 funds, Measure K transit operations funds, and fare revenue. Funding is allocated in the annual budget process. No additional funding is required at this time. Richard C. Prima, Jr. Public Works Director Prepared by Tiffani M.
