AGENDA TITLE: Approve Special Fares for Cultural Homestay International Use of Transit
Services in Accordance with Transit Fare Policy

RECOMMENDED ACTION: That the City Council approve special fares for Cultural Homestay
International's use of transit services in accordance with the Transit
Fare Policy.
BACKGROUND INFORMATION: At the October 20, 2004 City Council meeting, transit fares for both
Dial -A -Ride and Fixed Route were adopted effective January 1, 2005.
In addition to the fare increase, the City Council allowed for contract
pricing to non-profit organizations which administer transit grant
programs at a rate not to exceed a 50% discount and approved by City Council on a case-by-case basis.
Staff has been approached by the sponsors of the local Japanese exchange student program to inquire if
reduced rates may be available. The students are brought to Lodi through Cultural Homestay
International and reside with families from Lodi for the duration of their stay. The program coordinators
contacted staff due to the limited funding available to transport the students to different locations within
Lodi. The 26 students and two advisors will be visiting a variety of locations throughout Lodi, including
the Salvation Army, recycling facility, Lodi Lake and Tokay High School.
Staff is recommending that the City Council authorize the students to utilize the transit services at the
2004 rates: $.50 for Fixed Route and $2.00 for Dial -A -Ride. The students are scheduled to take nine
outings requiring transit services.
FISCAL IMPACT: The reduced fares will have a minor effect on revenue the Transit system
receives for this service. However, by nearly filling a bus for the trip when
using Dial -A -Ride, the cost recovery from fares is much higher. On
Fixed Route, we are able to attain a higher passenger -per -hour count. The
amount can be accommodated with the Transit fund.
