HomeMy WebLinkAboutAgenda Report - July 20, 2005 E-09AGENDA ITEM Eodl &%h CITY OF LODI COUNCIL COMMUNICATION T� AGENDA TITLE: Accept Improvements Under Contract for Lodi Avenue Signal Installation and Interconnect (Mills Avenue to Central Avenue) MEETING DATE: July 20, 2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council accept the improvements under the "Lodi Avenue Signal Installation and Interconnect (Mills Avenue to Central Avenue)" contract. BACKGROUND INFORMATION: The project included the installation of a traffic signal and street lighting at the Lodi Avenue and Mills Avenue intersection and a signal interconnect system on Lodi Avenue from Mills Avenue to Central Avenue. As part of the interconnect system, the Church Street and Lodi Avenue signal were modified to include left turn phases (arrows) on Lodi Avenue. In addition, two signal cabinet/controllers were upgraded to accommodate the system. The purpose of the interconnect system is to provide a coordinated system while reducing delay and improving traffic congestion during peak periods. The project was awarded to BH Cable Joint Venture, of Sacramento, on March 30, 2004, in the amount of $348,752.50. The contract has been completed in substantial conformance with the plans and specifications approved by City Council. The contract completion date was October 25, 2004, and the actual completion date was November 15, 2004. The delay in accepting the project is mainly due to problems with scheduling the training for the new equipment and delays in receiving spare parts and labor compliance submittals. The contractor was assessed $5,250 in liquidated damages for the 21 days of work performed beyond the contract completion date. The final contract price was $375,489.09. The difference between the contract amount and the final contract price is mainly due to Contract Change Order No. 1 which paid for additional concrete work at the Mills Avenue/Lodi Avenue intersection and on Lodi Avenue west of Rose Street. Contract Change Order No. 1 also paid for restriping lane lines at the Church Street/Lodi Avenue intersection, the installation of 12 new traffic loops at Mills Avenue, upgrades to computer cards and cords for the interconnect system, additional labor to verify conduit sizes and locations and an upgrade to the computer printer that was specified as part of the contract. The total cost of Contract Change Order No. 1 is $31,986.59. Following acceptance by the City Council, the City Engineer will file a Notice of Completion with the County Recorder's office. FISCAL IMPACT: Preventative Maintenance and repair service costs are estimated to be approximately $550 per signalized intersection per year. There will be additional maintenance costs for the interconnect conduit. Budgeted Fund: Congestion Mitigation and Air Quality: $310,000 Local Street Impact Fees: $ 31,890 Transportation Development Act: $ 33,600 Contract Amount: $375,489.09 FUNDING AVAILABLE: Not applicable. i I i Richard C.
