AGENDA TITLE: Approve Specifications and Authorize Advertisement for Bids for Traffic Signal
Preventive Maintenance and Repair Program, Fiscal Year 2005106

RECOMMENDED ACTION: That the City Council approve the specifications for the above project and
authorize advertisement for bids.
BACKGROUND INFORMATION: The project includes providing preventive maintenance and repair services
for the City's forty-six traffic signal and lighting systems (forty-five existing
systems and one proposed system at Lower Sacramento Road and
Century Boulevard). The specifications require the contractor to provide
signal maintenance inspections at 120 -day intervals and annually test the traffic monitors.
Currently, City electricians repair the signal systems. However, they are unable to provide the ongoing
preventive maintenance, due to the number of electrical systems they maintain and other duties. The preventive
maintenance is intended to ensure the electrical systems are reliable and reduce both equipment failures and
the City's exposure to liability claims. The specifications are on file in the Public Works Department.
For the first time, in FY 2003104, the Public Works Department hired a contractor to provide preventive
maintenance for the traffic signal systems. The program was successful, and the contractor provided signal
maintenance inspections every 60 days and annually tested the traffic monitors. For each inspection, the
contractor provided a list of items for repair that were performed by the City's electricians.
In FY 2004105, the program was not approved. The City's electricians performed the annual traffic monitor testing,
however, they were oniy able to provide preventive maintenance inspections twice during the year. After
re-evaluating the preventive maintenance services, we pared down the request from a 60 -day inspection to a
120 -day inspection interval. Most agencies are providing 90 -day maintenance inspections due to the complexity of
today's signal equipment. The estimated cost difference between 90 -day and 120 -day inspections is $6,000.
FISCAL IMPACT: Staff will annually request funding for this program.
FUNDING AVAILABLE: Funds have been approved in the 2005106 Financial Plan and Budget.
