HomeMy WebLinkAboutAgenda Report - July 20, 2005 E-03AGENDA ITEM E03 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for the Lockeford Street Water Main (Church Street to Sacramento Street) and the Olive Court Water Main Replacement (Pleasant Avenue and Church Street) Project MEETING DATE: July 20, 2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve plans and specifications for the above project and authorize advertising for bids. This project integrates two smaller projects identified separately in the City's Capital Improvement Program that will be bid as one overall project to take advantage of economy of scale. BACKGROUND INFORMATION: The Water/Wastewater Main Replacement Program is systematically replacing and, where needed, upgrading existing water and wastewater infrastructure within the oldest areas of the City. The wastewater pipelines are mostly constructed of terracotta or concrete pipe, and the waterlines are largely constructed of small -diameter cast iron or steel pipe. The majority of these pipes are in need of rehabilitation and/or replacement. This project continues implementation of the City's WaterNVastewater Main Replacement Program. The limits of the project (see attached map) are defined using the same ranking system used on prior projects. The ranking system is based on a) input provided by maintenance staff most familiar with the water and wastewater system and b) focus on areas containing substandard, 2 -inch and 3 -inch diameter water mains. The existing 2 -inch and 3 -inch water mains within the project area will be abandoned and replaced with new 6 -inch and 8 -inch diameter mains. This project is unique since the existing railroad tracks in Lockeford Street constrain the alignment of the new water main. To avoid conflicts with other utilities and to avoid crossing the railroad tracks at each water service location, the new water main must be located under the existing sidewalk. Accordingly, approximately 620 linear feet of dilapidated sidewalk will be replaced along this portion of the project. The proposed water improvements will increase water pressure and fireflow service, as well as reduce maintenance costs by enhancing access to the improvements. The project includes the installation of approximately 1,500 linear feet of 6 -inch and 8 -inch diameter water main; the abandonment of approximately 1,200 linear feet of existing 2 -inch and 3 -inch water maim including miscellaneous wastewater and surface improvements. FISCAL IMPACT: The proposed improvements will increase system reliability, thereby reducing operation and maintenance costs. FUNDING AVAILABLE: The money for this project will be coming from the Water and Wastewater Funds. A request for appropriation of funds will be made at contract award.
