BACKGROUND INFORMATION: On June 1, 2005, five (5) bids were received and opened. In the bid specification the City of Lodi asked for the ability to generate reports from the test equipment. The three (3) lowest bidders do not have this capability. The lowest bidder that meets the specifications is Megger Corporation of Dallas, Texas. The bid results are shown below: Power Service Group, Inc., Santa Rosa, CA $6,131.00 3ML Group, Inc., Woodbridge, CA $5,118.13 George Honn Co., Vacaville, CA $4,741.00 Megger, Dallas, TX $5,425.21 Vanguard Instruments Co., Ontario, CA Bid A) Herwlito $4,525.50 Bid B) Auto -Ohm —100 52 $6,034.00 On May 4, 2005, the City Council approved specifications and authorized advertisement for bids for the purchase of a Digital Ohm -meter. This test set will replace an existing test set. The Electric Utility substations have approximately 80 high voltage circuit breakers. The circuit breakers have moving contacts, which open and close to make and break the circuits. When circuit breakers open, they interrupt a high current, which erodes the contact surfaces. These operations can rause the contacts to wear and over time fail. The preferred method to check the contacts is with a low resistance Ohmmeter. The tester now in use is a 10 -amp model. The required method is now to teal all contacts and substation bus bars at 140 amps. The existing tester is not able to test the contacts to I.E.E.E. (Institute Of Electrical and Electronics Engineers) and N.E.T.A. (International Electrical Testing Association) and manufacture specifications. Vallow, Electric Utility Director PREPARED BY: Jess Kerekes, Electrical Technician APPROVED: Blair King, City Manager RESOLUTION NO. 2005-129 A RESOLUTION OF THE LODI CITY COUNCIL REJECTING THE THREE LOWEST BIDS AND AWARDING TO THE NEXT LOWEST RESPONSIBLE BIDDER FOR THE PURCHASE OF ONE (1) DIGITAL MICRO -OHMMETER AND FURTHER APPROPRIATING FUNDS FOR THE PROJECT WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on June 1, 2005, at 11:00 a.m., for the purchase of one (1) digital micro -ohmmeter, described in the specifications therefore approved by the City Council on May 4,2005; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as shown as follows: Power Service Group, Inc., Santa Rosa, CA $6,131.00 3ML Group, Inc., Woodbridge, CA $5,118.13* George H©nn Co., Vacaville, CA $4,741.00* McWr, Dallas, TX $5,425.21 Vanguard Instruments Co., Ontario, CA Bid A) Herwlito $4,525.50* Bid B) Auto -Ohm —100 52 $6,034.00 WHEREAS, staff recommends that the bids marked with an asterisk (*) be rejected for failure to most bid requirements and that the bid be awarded to the next lowest responsible bidder, Megger Corporation, of Dallas, Texas, in the amount of $5,425.21; and WHEREAS`; staff further recommends that funds be appropriated from the 2003-05 Budget for this project. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby rejects the three (3) lowest bids referenced above for failure to meet bid requirements; and BE IT FURTHER RESOLVED that the Lodi City Council hereby awards the purchase of one (1) digital micro -ohmmeter to the next lowest responsible bidder, Megger Corporation, of Dallas, Texas, in the amount of $5,425.21; and BE IT FURTHER RESOLVED that funds be appropriated from the 2003-05 Budget for this project.
