AGENDA TITLE: Adopt Resolution Authorizing Submittal of Safe Routeto School Grant
Applications to the California Department of Transportation

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing submittal of two
Safe Route to School grant applications in the total amount of
$197,000 to the California Departmentof Transportation (Caltrans).
BACKGROUND INFORMATION: In the past, the City has been successful in receiving funds from the
Safe Route to School (SR2S) program for pedestrian improvements.
It is time again to submit grant applications for SR2S program, fits
cycle. The program is intended to improve and enhance the safety
of pedestrian and bicycle facilities. Over the past year, the SR2S program funded the lighted crosswalk
on Lockeford Street at Calaveras Street, and this year, it will fund two additional projects — the lighted
crosswalk on Elm Street at Loma Street along with the flashing beacons and school signage on
Mills Avenue and Elm Street at various locations, and construction of a new roadway with pedestrian and
bicycle pathway on the PacificAvenue extension between Walnut Street and Lodi Avenue.
City staff has worked closely with Lodi Unified School District (LUSD) to identify candidate projects and,
upon Council approval, will submit the following two grant applications:
• Woodbridge School — pedestrian (sidewalk) improvementson Lilac Street and Academy Street
• Citywide elementary, middle and high schools — school warning signage
Woodbridge School
LUSD is currently remodeling Woodbridge Elementary School on Lilac Street. As part of the project, they
are reauired to construct the curb, gutter and sidewalk surrounding the school. Working with LUSD, the
City will be submitting this application and cost estimate based on -preliminary plans prepared by their
architects. The cost estimate for this project is $150,000. We submitted this grant application in previous
program cycles, but funding was not provided.
Citywide Elementary, Middle and High Schools
Recently -adopted federal and state guidelines mandated additional school pedestrian warning signs at
school sites. The compliance date for installation of these new signs is January 2011. The new signs
include School Advance Warning Assembly (S1-1 "two pedestrians walking" and W16 -9p "ahead") in
advance of the existing school signs and School Crosswalk Warning Assembly (S1-1 "two pedestrians
walking" and W16 -7p "downward arrow") at school crosswalks (see attached exhibit). The new
guidelines have eliminated the crosswalk lines from the crossing signs. This signage provides additional
warning for motorists entering a school zone and approaching school crosswalks. The estimated cost for
this project is $47,000

City staff considered submitting a grant application for pedestrian safety improvements on Elm Street at
PacificAvenue. However, given the current SR2S Pacific Avenue extension project adjacent to
Lodi High School, we prefer to wait until after the project has been completed. Traffic patterns will
change after the extension is completed, as well as with the upcoming attendance boundary changes. If
typical pedestrian safety improvementswere installed, such as flashing beacons or lighted crosswalk, the
estimated cost would be at least 550,000. However, these typical measures would do little to alleviate
the congestion that occurs at this location during the peak times.
FISCAL IMPACT: LUSD is responsiblefor any matching or additional costs on the
Woodbridge School grant, Ongoing maintenance costs would be per City
policies. The sign grant would actually reduce the City's costs over the
next few years, as these signs would be required by 2011.
FUNDING AVAILABLE: The Safe Route to School program provides up to 90% of the total project
costs. The remaining 10% of the project is the local agency's responsibility.
The City will work with LUSD to cover these costs. Any City matching
funds would be from the Transportation DevelopmentAct or Measure K
funds.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO SUBMIT SAFE ROUTE TO SCHOOL GRANT
APPLICATIONS TO CALIFORNIA DEPARTMENTOF
TRANSPORTATION (CALTRANS)
WHEREAS, Caltrans has developed the "Safe Routes to School" Program under the
Federal Hazard Elimination and Safety Program; and
WHEREAS, the City of Lodi recognizes the need for additional funding from the Safe Routes
to School Program to reduce accidental injuries and improve safety for those students walking and
bicycling to and from school; and
WHEREAS, the City of Lodi, in conjunction with the Lodi Unified School District, has worked
to identify candidate projects for the submittal of grant applications for Caltrans' "Safe Routes to
School" Program and have prioritized a list of proposed improvements as follows:
