AGENDA TITLE: Adopt Resolution Approving Installation of No -Parking Zones for Left -Turn
Lanes on Lodi Avenue at Mills Avenue and Pacific Avenue Extension

RECOMMENDEDACTION: That the City Council adopt a resolution approving installation of
no -parking zones for left -turn lanes on Lodi Avenue at Mills Avenue
and PacificAvenue extension.
BACKGROUND INFORMATION: Given the upcoming summer overlay on Lodi Avenue from
Lower Sacramento Road to Ham Lane, staff reviewed the need for
striping changes and is recommending new left -turn lanes at
Mills Avenue and adjacent to the improved PacificAvenue extension.
No -parking zones are necessaryto accommodate the new left -turn lanes as described below:
Lodi Avenue at Mills Avenue
During the Lodi Avenue and Mills Avenue signal design, staff considered installing left -turn lanes on
Lodi Avenue at Mills Avenue. To accommodate the left -turn lanes, no -parking zones would be needed
adjacent to several properties on both sides of Lodi Avenue. However, we received several responses,
including a petition in opposition. The signal was constructed without the left -turn lanes. Since the signal
turn -on, there have been five left-versus-throughcollisions on Lodi Avenue in this six-month period. We
feel the left -turn lanes will reduce andlor eliminate this type of collision. As shown in ExhibitA, the
recommendation includes installing no -parking zones on the south side of Lodi Avenue, thereby affecting
the fewest properties. Four of the five south -side properties are corner lots, and parking is available on
the cross streets.
We sent twenty information letters to the adjacent property owners requesting their comments. We
received four comments, as shown in the attached table which also includes the City's responses to the
comments. The responses are mixed. Staff considered two signal operation alternatives: split phasing
(eastbound and westbound approaches operate separately) and installing left -turn phases (arrows) with
the left -turn lanes. Both alternatives delay the intersection operation. On past projects, we have found
by installing turn lanes, motorists do not feel as rushed to turn left and this type of collision is reduced
andlor eliminated. In addition, the recommended left -turn lanes will improve the visibility for turning
motorists. If necessary, a separate signal turn phase could be installed later.
Staff recommends installing a 310 -foot no-parkingzone on the south side of Lodi Avenue west of
MiIlsAvenue and a 335 -foot no -parking zone on the south side of Lodi Avenue east of Mills Avenue

Lodi Avenue at the Pacific Extension
As part of the overlay project, the extension of PacificAvenue between Walnut Street and Lodi Avenue,
will be constructed to relieve traffic congestion adjacent to Lodi High School. To accommodate the
eastbound left -turn movement into the Pacific Avenue extension, a left -turn lane is recommended on
Lodi Avenue, as shown in Exhibit B. This left -turn lane will connect to the existing left -turn at Ham Lane.
Staff recommends installing no -parking zones on the south side of Lodi Avenue, west of Ham Lane at the
Pacific Avenue extension to accommodate the proposed left -turn lane. The property owners south of
Lodi Avenue were contacted regarding the no -parking zone.
Again, all striping changes will be incorporated with the upcoming summer overlay on Lodi Avenue from
Lower Sacramento Road to Ham Lane.
FISCAL IMPACT: The eleven no -parking signs will need to be replaced every seven years at
a cost of $100 each.
FUNDING AVAILABLE: New posts and signs will be included in Lodi Avenue project cost
