COUNCIL COMMUNICATION
AGENDA TITLE: Adopt a resolution authorizing continuation of the City's computer
purchasing program for desktop and notebook computers (IS)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing City departmentsto
continue to purchase desktop and notebook computers, as
budgeted, through fiscal year 200512006, in aggregate amounts of
$15,000 or less. Purchases would be made from MPC Computers, Hewlett-Packard, or Dell Computers,
under State of California contracts awarded through the Multiple Award Schedule (CMAS) and through the
Western States Contracting Alliance (WSCA).
BACKGROUND INFORMATION: On September 20,2000, the City Council adopted Resolution 2000-160
authorizing staff to purchase desktop and notebook computers as
budgeted through FY2001 in aggregate amounts of $15,000 or less,
using competitively -bid agreements with Micron or Dell under the U S Communities Government Purchasing
Alliance.
Since that time, Micron has changed its name to MPC, and U S Communities began contracting with
distributors ratherthan directly with manufacturers. Subsequently, the California MultipleAward Schedule and
WSCA contracts replaced U S Communities as the means for California public agencies to buy computers
directly from MPC. Separately, WSCA added contracts with Hewlett-Packard and Dell for PCs, notebooks,
and servers, offering substantial discounts below distributors' prices to participating public agencies. On July
2, 2003 the Council adopted Resolution 2003-112 extending authorization to purchase desktop and notebook
computers under CMAS and WSCA contracts through June, 2005.
Government Code §6502 allows the City to participatejointly with other public agencies in programs like
those offered by WSCA and CMAS, and Lodi City Code §3.20.070 allows alternative methods of
procurement when such methods are in the best interest of the City. Staff therefore recommends
extending through June, 2006 the City's computer purchasing program through which budgeted notebook
and desktop computers may be purchased in aggregate amounts of $15,000 or less, without further
competitive bidding or Council approval. For procurements in excess of $15,000, staff would continue to
submit its recommend ationsto the City Council for review prior to purchase or solicitation of bids.
FISCAL IMPACT: Significant cost savings in utilization of state contracts;
Moderate cost savings in staff time in preparing one
recommendation to Council vs, several throughout the year.
FUNDING AVAILABLE: None required for program participation

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING CONTINUATION OF THE CITY OF
LODI'S COMPUTER PURCHASING PROGRAM
FOR DESKTOP AND NOTEBOOK COMPUTERS
WHEREAS, on September 20, 2000, the City Council adopted Resolution

agencies in such programs, and Lodi City Code 53.20.070 allows alternative methods of procurement
when such methods are in the best interest of the City; and
WHEREAS, it is therefore recommended that the City Council authorize continuation of the City's
computer purchasing program for desktop and notebook computers through June 2006, in aggregate
amounts of $15,000.00 or less, from the participating agencies, through WSCA, without further
competitive bidding or Council approval.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
continuation of the City's computer purchasing program for desktop and notebook computers through
June 2006, in aggregate amounts of $15,000.00 or less, from MPC Computers (Micron), Hewlett-Packard,
or Dell Computers, under the State of California contracts awarded through CMAS and through WSCA,
without further competitive bidding or Council approval.
