AGENDA TITLE: Authorize City Manager to Execute Task Order with West Yost 8 Associates
for Groundwater Investigation at WSWPCF and Appropriate Funds ($310,000)

RECOMMENDED ACTION: That the City Council authorize the City Managerto execute a task
order with West Yost &Associates for groundwater investigation at
the White Slough Water Pollution Control Facility (WSWPCF) and
appropriate funds ($310,000).
BACKGROUND INFORMATION: The City's current discharge permit requires that the City's
operations at the White Slough Facility not adversely impact
groundwater (see ExhibitA). To that end, the City has installed
additional groundwater monitoringwells and intensified its
groundwater monitoring.
The monitoring done to date is not conclusive in terms of meeting permit requirements. The issue is
complicated by possible effects from adjacent land uses, generally poor groundwater quality in the Delta,
and variations in the Facility's operations.
Staff has spoken with a number of firms regarding this matter and is recommending that West Yost be
retained to continue this investigation. West Yost has an understanding of Facility operations, in
particular wastewater loading to the land, and has a hydrogeologist on staff that can assist with the
investigation, which will result in lower overall cost.
FISCAL IMPACT: This investigation is mandated in the City's discharge permit and will be
instrumental in design of the next phase of improvements at the Facility.
Engineering, environmental, legal and other expenses associated with the
WSWPCF improvements are specifically identified in the COP documents.

G. Groundwater Limitations:
The discharge of reclaimed water and biosolids or the ponding of wastewater shall not
cause underlying groundwater to contain waste constituents in concentrations greater
than background water quality at or beyond the point of compliance. Points of
compliance will be established not more than 250 feet from the outside edge of fields
irrigated with reclaimed wastewater or fields where biosolids have been applied, and
shall not extend beyond the exterior boundary of property owned or controlled by the
Discharger. The locations of all groundwater monitoring wells shall be approved by
Board staff prior to installation.
2. Any incremental increase in waste constituent concentrations within the point of
compliance, when compared to background, shall not exceed the increase typically
caused by the percolation of domestic wastewater.
3. The discharge shall not cause the groundwater to exceed water quality objectives,
unreasonably affect beneficial uses, or cause a condition of pollution or nuisance.
4. The discharge shall not cause total coliform organisms to exceed a most probable
number of 2.2/100 ml over any seven-day period.
H. Provisions:
1. The Discharger shall maximize land disposal of effluent. The Discharger shall submit a
- plan to maximize land disposal of effluent within 180 days of adoption of this Order
for approval by the Executive Officer. This report shall comply with the requirements of
Section 60323, Title 22, of the California Code of Regulations. _
2. The Discharger shall comply with the following time schedule to meet Prohibition A.3,
Effluent limitations B.3. and B.6., and Receiving Water Limitations F.1. and F.10.:

The Discharger shall submit to the Board on or before each compliance report due date,
the specified document or, if appropriate, a written report detailing compliance or
noncompliance with the specific schedule date and task. Board staff shall review and
