Evans, Risk Manager RECOMMENDED ACTION: That City Council adopt the attached resolution authorizing the City Manager to enter into a retainer fee agreement with Wilcox, Miller & Nelson for the recruitment of a Community Development Director ($9,200) BACKGROUND INFORMATION: The former Community Development Director has left the employ of the City of Lodi for new opportunities in the private sector. In order to meet the challenges presented by change, growth and development which will occur in the City of Lodi, it is imperative that we fill the position of Community Development Director with a person who possesses knowledge, skills and abilities of the highest order. To facilitate this effort, the City invited various executive search firms to submit proposals for a marketing and search plan to locate a new Community pevelopment Director. Four firms responded. After careful review of the submittals, it was determined that the firm of Wilcox, Miller and Nelson would be best suited to assist the City with this recruitment. In effect, the City will be using Wilcox, Miller and Nelson's professionalism and good name to inform the Community Development industry of our needs, and attract candidates who are not only well qualified for this position but will work well within the City of Lodi's organization and culture. Although price was not the only factor in the decision to select Wilcox, Miller and Nelson to lead this effort, their price was in fact the lowest of all submittals. They propose a search fee of $6000 and reimbursement of expenses not to exceed $3,200. Wilcox's plan consists of three phases, 1) project organization, 2) actual recruitment, and 3) delivery of the resume package to the City Manager. After this, Human Resources staff will continue by structuring a process for the review of all resumes and appropriate examinations and/or interviews designed to obtain the most capable candidate for the City. Human Resources recommends approval of the attached resolution. With Council approval, staff will proceed with execution of this agreement and recruitment of the Community Development Director. Evans Manager KJE Attachments cc: City AttOmey RESOLUTION NO. 2005-95 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE RETAINER FEE AGREEMENT WITH WILCOX, MILLER & NELSON FOR THE RECRUITMENT OF A COMMUNITY DEVELOPMENT DIRECTOR NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a Retainer Fee Agreement with Wilcox, Miller & Nelson for the recruitment of a Community Development Director in an amount not to exceed $9,200.
