AGENDA TITLE: Adopt Resolution Approving Pedestrian Safety Improvements on
Tokay Street at Virginia Avenue and Appropriating Funds ($3,000)

RECOMMENDED ACTION: That the City Council adopt a resolution approving the pedestrian
safety improvements on Tokay Street at Virginia Avenue and
appropriating funds.
BACKGROUND INFORMATION: City staff has received several requests for pedestrian
improvements at Tokay Street and Virginia Avenue, such as
installing multi -way stop signs and additional pedestrian warning
signs. Based on the existing traffic volumes and reported collision
data, this intersection does not meet the guidelines for multi -way stop controls. This intersection is
adjacent to Vinewood Elementary School, and the recent pedestrian count shows over fifty school -aged
pedestrians cross Tokay Street at Virginia Avenue on a typical afternoon.
Staff recommends installing "in -street" pedestrian (ISP) signs and a raised median, as shown in the
exhibits. This sign has recently been approved at both State and Federal levels. In addition to the ISP
signs, additional pedestrian signs will be installed in the sidewalk at the crosswalk. Staff also
recommends removal of the east leg crosswalk to alleviate the perception of a multi -way stop control. At
four -legged intersections with crosswalks on both uncontrolled legs, motorists perceive the intersection
operating as a four-way stop controlled intersection. Removing the crosswalk will also assist the adult
crossing guard in crossing the pedestrians. Prior to the removal, appropriate notification will be placed at
the crossing.
Staff has met with the Vinewood School Principal and the Police Department School Resource Officer,
and they concur with staff s recommendations. If approved, the concrete median work will be
constructed as a change order to the City's current annual concrete construction contract. The work will
be scheduled for July, during Vinewood Elementary School's summer break.
FISCAL IMPACT: There is no annual maintenance cost; however, the two ISPs will need to
be replaced every ten years at an approximate cost of $500.
FUNDING AVAILABLE: The funding source is Transportation Development Act.

RESOLUTION NO. 2005-93
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING PEDESTRIAN SAFETY
IMPROVEMENTS ON TOKAY STREET AT
VIRGINIA AVENUE, AND FURTHER
APPROPRIATING FUNDS FOR THIS PROJECT
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the pedestrian safety improvements on Tokay Street at Virginia Avenue, which
will include 1) "in -street" pedestrian signs and a raised median, 2) additional pedestrian
signs will be installed in the sidewalk at the crosswalk, and 3) removal of the east leg
crosswalk to alleviate the perception of a multi -way stop control; and
BE IT FURTHER RESOLVED that the City Council hereby appropriates $3,000
from the Transportation Development Act for this project.
