Maintenance and Electrical Energy Cost Sharing at Westgate Drive and Highway 12
and Cherokee Lane and Harney Lane and Authorizing the City Manager to Execute
the Amendment and Future Amendments

RECOMMENDED ACTION: That the City Council adopt a resolution approving the Traffic Signal and
Lighting Agreement Amendment (Exhibit A) for maintenance and electrical
energy costs between the State of California Department of Transportation
(Caltrans) and City at Westgate Drive and Highway 12 and Cherokee Lane
and Harney Lane, and authorizing the City Manager to execute the amendment and future amendments.
BACKGROUND INFORMATION: In 1998, City Council approved an agreement for the sharing of maintenance
costs, including labor and materials, and electrical energy costs for flashing
beacons, traffic signal systems, and safety lighting on State highways within
the City of Lodi. The agreement includes a list of facilities maintained and
associated cost distribution and allows administrative amending of Exhibit A as new facilities are installed.
Recently, the new traffic signal on State Highway 12 and Westgate Drive adjacent to Vintner Square was
constructed. In addition, new street lighting was installed on Cherokee Lane north of Harney Lane.
The City and Caltrans share the cost of signal maintenance on a 50%150% basis at four -legged intersections
and 67%133% at three-legged intersections, such as at the new State Highway 12 and Westgate Drive
intersection. When the south leg is installed, the agreement will be amended.
The City and Caltrans have a different agreement for sweeping of State facilities within the city limits. That
agreement is based on actual City costs to sweep the areas covered by the agreement. The City bills the
State on a quarterly basis for street sweeping.
FISCAL IMPACT: For the new State Highway and Westgate Drive traffic signal, the annual signal
maintenance and energy costs are approximately $900. The annual lighting energy
cost is approximately $400 for this intersection. For the new Cherokee Lane street
light, the annual cost is approximately $250. The City's share in maintaining and
operating all of the signal and lighting systems included in this agreement is
approximately $18,000.
FUNDING AVAILABLE: The signal maintenance is funded from the Public Works Department Street
Operating budget ($14,000 per year). The electrical energy cost for the street
lighting on the signals and free-standing lighting will be paid by the Electric Utility
s-49,qpartment ($4,000 pef year).

RESOLUTION NO. 2005-90
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
TRAFFIC SIGNAL AND LIGHTING AGREEMENT AMENDMENT WITH
CALTRANS FOR MAINTENANCE AND ELECTRICAL ENERGY COST
SHARING AT WESTGATE DRIVE AND HIGHWAY 12 AND CHEROKEE
LANE AND HARNEY LANE, AND FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE THE AMENDMENT AND ALL FUTURE
AMENDMENTS ON BEHALF OF THE CITY OF LODI
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the Traffic Signal and Lighting Agreement Amendment with Caltrans for
maintenance and electrical energy cost sharing at Westgate Drive and Highway 12 and
Cherokee Lane and Harney Lane; and
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City
Manager to execute the Amendment and all future Amendments to the Agreement on
behalf of the City of Lodi.
