AGENDA TITLE: Authorize City Manager to execute agreement with Lodi Unified School District
for School Resource Officers
MEETING DATE: May 4, 2005

RECOMMENDED ACTION: That the City Council authorize the City Manager to execute the
annual agreement with Lodi Unified School District (LUSD)to equally
share salary and benefit expenses for four School Resource
Officers (SRO).
BACKGROUND INFORMATION: This is an annual agreement the Lodi Police Department has
participated in for several years with the LUSD to jointly sponsor
four SRO positions for the elementary and secondary schools within
the City limits.
LUSD agrees to compensate the City of Lodi $17,012.66 per month or $204,151.92 annually for two SRO
positions. In addition, they will continue to provide office space for one SRO at Lodi High and one SRO
at Tokay High.
This contract reflects an increase of $62,526.48 due to escalating insurance premiums and negotiated
salary raises. (Prior contract $141,625.44 annually.)
FISCAL IMPACT: Fiscal Impact does not change from prior years. Lodi Police pays for two
SROs and LUSD pays for two SROs. The contract is annual to reflect
salary and benefit increases to maintain that formula ratio.

This agreement is between the Lodi Unified School District of San Joaquin County, CA,
hereinafter called the "District" and the Lodi Police Department, City of Lodi of San Joaquin
County, CA, hereinafter called "Contractor."
The District and Contractor are entering into this agreement for the purpose of jointly
sponsoring four (4) resource police officers to the elementary and secondary schools within the
City limits of the City of Lodi, CA.
Contractor Agree$ to:
Provide four full-time police officers to serve as resource officers to the Lodi Unified
School District
As resource officers, duties will include:
* Patrol elementary and secondary schools within the city limits of the City
of Lodi
* Coordinate with Lodi Unified School District staff selected programs for
students as defined by District authorized curriculum on a limited basis
* Participate on the District's Drug Advisory Committee
District Agrees:

$i7,oi2,66 per month or $204,151.92 annually, for the equivalent of two (2), School
resource officers.
* Provide office space for one school resource officer at Lodi High and one school resource
officer at Tokay High. To include a telephone, desk, chair and normal office supplies.
Costs for maintaining. computer links for local, state and federal resources will be at the
Lodi Police Departments expense.
Methods of compensation of District to Contractor will be mutually agreed upon.
The resource officers shall be employees of the Contractor at all times, and this agreement may
not be: construed to imply otherwise.
Each party shall hold the other harmless from any claim arising from the implementation of the
agreement.
This agreement shall be in effect from July 1, 2oo5, through June 30, 20o6. Modifications to
this agreement may be made as mutually agreed upon and this agreement may be terminated by
either party upon thirty days written notice.
