AGENDA TITLE: Adopt resolution awarding the sole -source bid for the purchase and
installation of Fire Department radio base station emergency alerting
system to Delta Wireless, Inc., of Stockton ($31,929.24)

RECOMMENDED ACTION: That Council adopt a resolution awarding the sole source bid to purchase
and install a radio base station emergency alerting system to Delta
Wireless, Inc. in the amount of $31,929.24.
BACKGROUND INFORMATION: In May 2004, Council approved authorizing bids for the purchase
and installation of a radio base station emergency alerting system.
The existing system through which the emergency dispatch center
sends alerts to the department's station radios utilizes loud, high
pitched tones which may cause occupational hearing loss. To help reduce tone sound levels and the
potential for hearing loss, department staff has installed volume controls on the alerting system in the
stations. However, reducing speaker volume also affects audible clarity.
Due to technical system design problems, the timeline for completion of this project took longer than
expected. In addition, initial project costs were above estimates. The Fire Department received only two
bids to replace the alerting system. The equipment specified in one bid was not compatible with current
Fire Department radio equipment and would have added additional costs. Council rejected the bids on
April 20, 2005. Department staff negotiated with members of the radio user group to redesign the
project and to purchase some equipment. Now that negotiations are complete, Fire Department staff is
ready to move forward.
FISCAL IMPACT: The initial cost for this project was estimated at $12,000. Due to system redesign
and other technical issues, the total cost estimate is $31,929.24. The Fire
Department anticipates $18,000 in contract savings for the FY 2004-05 in line item
102012.7335 (sublet services contract) and $13,929.24 from the 2003-05 Capital
Outlay Fund Budget.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE SOLE -SOURCE PURCHASE AND
INSTALLATION OF FIRE DEPARTMENT RADIO BASE
STATION EMERGENCY ALERTING SYSTEM

WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to do so;
and
WHEREAS, in May 2004, the City Council approved authorizing bids for the purchase
and installation of a radio base station emergency alerting system; and
WHEREAS, bids were opened on June 25, 2004, for the purchase and installation of
Fire Department radio base station emergency alerting system, as described in the
specifications therefore approved by the City Council on May 19, 2004; and
WHEREAS, due to technical design problems, the timeline for completion of this project
took longer than expected and project costs were above the amount estimated; and
WHEREAS, only two bids were received, with one bid's equipment not being compatible
with current Fire Department radio equipment adding additional cost; and
WHEREAS, the City Council rejected the bids for the purchase and installation of the
Fire Department radio base station emergency alerting system on April 20, 2005; and
WHEREAS, the project has now been redesigned and staff recommends a sole source
purchase and installation of the Fire Department radio base station emergency alerting system
from Delta Wireless, Inc., of Stockton, California.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby authorizes
the sole source purchase and installation of the Fire Department radio base station emergency
alerting system from Delta Wireless, Inc., of Stockton, California, in an amount not to exceed
$31,929.24.
