HomeMy WebLinkAboutAgenda Report - December 15, 2004 E-11AGENDA ITEM E- I I CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt a resolution authorizing the City Manager to allocate Public Benefits Program funds In the amount of $24,886 to fund the Lodi LivingMfte Education Project; and authorizing the City Manager to execute a contract with Resource Action Programs of Modesto, California to provide products and materials to Implement this program (EUD) MEETING DATE: December 15, 2004 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to allocate Public Benefits Program funds in the amount of $24,986.00 to fund the Lodi LivingWise Education Project, and authorizing the City Manager to execute a contract with Resource Action Programs of Modesto, California to provide the necessary products and materials to implement this program. BACKGROUND INFORMATION: The Electric Utility Department is continuing its efforts to bring new and innovative products and services into the classroom. The Lodi LivingWise Education Project is another such effort, providing educators and students with a useful tool that demonstrates energy & water conservation. Earlier this year, Electric Utility staff partnered with Resource Action Programs on a small pilot project. In the pilot project, we provided the LivingWise curriculum and products to several private schools here in Lodi. This "test" effort was so successful and so well-received by the faculty and students that Electric Utility staff is now requesting to significantly broaden the scope of this project in 2005. The Lodi Livingfse Education Project will provide over five hundred (500) energy & water conservation kits to 6'" grade students throughout Lodi (both private and public school a graders and their instructors will be eligible to participate). Each kit contains a compact fluorescent lamp, a low -flow showerhead, faucet aerators, a leak test for toilets, tips on energy conservation and ways to weatherize a home, and other materials encouraging energy efficiency. Once the kits are delivered to a school site, and the teacher receives their training packet, students are then instructed on how to implement the contents of the kit at their own home. There are pre -installation and post -installation course discussions that are provided to the teacher, so that the students are fully engaged in this effort. Once all of the kits are installed, an assessment is done to determine projected energy savings associated with the installation of these various energy conservation measures. Also by way of this Council action, Electric Utility staff is recommending approval of a contract with Resource Action Programs of Modesto, California. This is the only firm staff has identified which provides these unique educational kits. The total contract price (which includes classroom support and teacher training, the purchaser of some 500 plus educational kits, and program evaluation - measurement and verification of the programs success - by school site) is $24,986.00. The most important goal of this project is to educate and promote energy efficiency and conservation to our young people. In addition, this particular product (the educational kits) compliments the energy education curriculum mandated by the State of California for all 4h through 6P' grade students. The educators who participated in this year's pilot project commented that this effort was an excellent "fit" for their science, math and/or energy education curriculum. Electric Utility staff respectfully recommends approval of the Lodi LivingWise Education Project as a qualifying component of the City of Lodi Public Benefits Program, further categorized as demand-side management and research, development and demonstration services. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program grant in the amount not to exceed $24,986 to fund the Lodi LivingWise Education Project; and BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute a contract with Resource Action Programs, of Modesto, California, to provide products and materials to implement this program.
