HomeMy WebLinkAboutAgenda Report - December 15, 2004 E-10AGENDA ITEM E010 &a CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt a resolution authorizing the City Manager to alllocate a Public Benefits Program grant in the amount of $25,000-00 to Lowe's Companies, Incorporated for a demand-side management project (IEUD) MEETING DATE: December 1S, 2004 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to allocate a Public Benefits Program grant in the amount of $25,000.00 to Lowe's Companies, Incorporated for a demand- side management project. BACKGROUND INFORMATION: The new Lodi Lowe's store, located at 1389 South Lower Sacramento Road, purchased and installed a number of energy efficient products/materials, that qualify for a rebate through the City of Lodi Public Benefits Program. These eligible items include: skylights (quantity- 114); ➢ high efficiency, T-8 32- watt fluorescent lamps, with electronic ballasts (quantity- 4,170); ➢ light -emitting diode (LED) exit signage (quantity- 40); ➢ high efficiency, 10 -ton heating & air conditioning units (quantity- 3); A cool roof/roofing insulation product (approximately 120,000 square feet of roof coverage area). For the aforementioned energy efficient products and materials, Lowe's Companies, Incorporated expended a total of $248,524.37. A fifteen (15) percent rebate is made available to large retail and industrial customers who participate in the City of Lodi's Public Benefits Program. However, there is cap of $25,000.00 for any individual large retail or industrial customer (hence the maximum rebate for Lowe's Companies, Incorporated and this particular project is $25,000.00) that makes the investment in energy efficient products and materials. Compared to standard products available on the market today, the energy efficient products installed at the new Lowe's store will reduce energy consumption by roughly 25 percent to 35 percent per month (for example the cool roof product alone reduces inside heat gain- the sun's rays- by an average of 15 degrees, while the LED exit signs use 75 percent less electricity than exit signs that utilize standard, incandescent lamps). Electric Utility staff respectfully recommends approval of this Public Benefits Program grant as a qualifying component of the City of Lodi Public Benefits Program, under the category of demand-side management. Vallow Electric Utility Director PREPARED BY: Rob Lochner, Mgr, Customer Service & Programs ANWRUrndw RESOLUTION NO. 2004-277 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT TO LOWE'S COMPANIES, INC. FOR A DEMAND-SIDE MANAGEMENT PROJECT WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on an historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 million per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the new Lodi Lowe's store, located at 1389 South Lower Sacramento Road, purchased and installed a number of energy efficient products/materials that qualify for a rebate through the City of Lodi Public Benefits Program. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program Grant in the amount of $25,000 to the Lowe's Companies, Inc. for a demand-side management project.
