AGENQA TITLE: Adopt a resolution authorizing the City Manager to allocate a Public Beneft
Program grant in the amount of $20,014 to the LOEL Foundation for a tow -
income senior housing demand-side management project- (EUD)

ACTION: That the City Council adopt a resolution authorizing the City
Manager to allocate a Public Benefits Program grant in the amount
of $20,014 to the LOEL Foundation for a low-income senior
housing demand-side management project.
BACKGROUND INFORMATION: The LOEL Foundation recently purchased a piece of property
located at 303 E. Oak Street. The property, which includes one
single-family dwelling, three small apartments and a laundry room
facility, will be refurbished and then provided as low-income senior housing stock, with the LOEL
Foundation serving as the property owner.
By way of this Council item, Electric Utility staff is recommending a Public Benefits Program grant in the
amount of $20,014 for energy efficiency improvements to the aforementioned property. The Public
Benefits Program grant will be specifically utilized to purchase the following materials and/or products:
➢ front loading, heavy duty clothes washer (cost $781);
dual -paned, energy efficient windows (cost $13,675);
R-38 attic insulation (cost $1,225);
➢ four (4) EnergyStarV refrigerators (cost $1,806);
twelve (12) ceiling fans (cost $1,080);
➢ four (4) single -room, high efficiency air conditioners (cost $992); and,
A weather-stripping for all doors (cost $455).
In early 2004, the LOEL Foundation purchased an adjacent piece of property on E. Oak Street, and
converted that residential property to low-income senior housing (this particular piece of property houses
six tenants). At the time, the LOEL Foundation applied for, and received, a Public Benefits Program
grant to implement energy efficient products and materials as well.
The LOEL Foundation has a rent structure established for the tenants, which is not to exceed 35 percent
of their total monthly income. The senior citizens that reside at the existing facility, and those that will
reside at the 303 E. Oak Street complex, can qualify for one of two electric utility rate discounts. By
installing high efficiency equipment and building materials now, these customers will also benefit from
lower utility costs.

Electric Utility staff respectfully recommends approval of this grant as a qualifying component of the City
of Lodi Public Benefits Program, categorized as both demand-side management (energy conservation),
and assistance for low-income customers.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC
BENEFITS PROGRAM GRANT TO LOEL FOUNDATION FOR
A LOW-INCOME SENIOR HOUSING DEMAND-SIDE
MANAGEMENT PROJECT
WHEREAS, the state has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on an historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that
must be dedicated to qualifying programs such as energy efficiency. A further stipulation
is that these efforts must be done on the customer's side of the meter in order to qualify;
and
WHEREAS, the LOEL Center recently purchased property located at 303 E. Oak
Street, which includes one single-family dwelling, three small apartments, and a laundry
room facility and will be refurbished and utilized as low-income senior housing stock with
the LOEL Foundation serving as the property owner; and
WHEREAS, the Electric Utility Department recommends that the City provide a
Public Benefits Program grant in the amount of $20,014.00 for energy improvements to
303 E. Oak Street as a qualifying component of the City of Lodi Public Benefits Program,
categorized as both demand-side management (energy conservation) and assistance for
low-income customers; and
WHEREAS, the Public Benefits Program grant will be utilized to purchase the
following materials and/or products:

authorizes the City Manager to provide a Public Benefits Program Grant in the amount of
$20,014.00 to the LOEL Foundation for a low-income senior housing demand-side
management project.
