RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City
Manager to amend the existing Lodi Energy Efficient Home
Improvement Rebate Program, by including three (3) new items that
will be eligible for rebate, and authorizing the City Manager to allocate $50,000 in Public Benefit Program
funds to continue this program.
BACKGROUND INFORMATION: The Lodi Energy Efficient Home Improvement Rebate Program
provides rebates to residential customers who install designated
and approved energy conservation measures. Currently on the list
of eligible measures are: programmable thermostats, ceiling fans, attic fans, whole house fans, air duct
repair, air duct replacement, swimming pool pumps/motors, windows, shade screens, and/or window
tinting. The rebates for these items vary; however, residential customers may receive a total rebate
ranging from $300 to $600 (depending upon the total number of improvements installed).
By way of this Council Communication, Electric Utility staff is seeking to add three (3) new, energy
conservation measures to the Lodi Energy Efficient Home Improvement Rebate Program, including:
electric on -demand hot water systems ($50 rebate), exterior, EnergyStarO timed security lighting ($50
rebate), and thermal shield/radiant barrier roofing materials ($200 rebate when applied to residential
structures). Also by way of this Council Communication, Electric Utility staff is requesting that an
additional $50,000 in Public Benefit Program funds be allocated to continue this program for residential
customers. The thermal shield product reduces heat gain inside a home's attic, thus decreasing cooling
costs in the summer (during the winter months, the product serves as additional insulation, trapping
warmer air inside the attic and the home). The energy efficient timed security lighting and the on -demand
hot water system are being offered to customers as new and emerging energy technologies, further
categorized as educational tools for residential consumers.
As of January 2004, 290 residential customers have received a rebate for participating in this program. It
is projected that with the additional funding, another 160 (+/-) residential customers will be able to
participate in the Lodi Energy Efficient Home Improvement Rebate Program.
Electric Utility staff respectfully recommends approval of this item as a qualifying component of the City of
Lodi Public Benefits Program.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO AMEND THE EXISTING LODI
ENERGY EFFICIENT HOME IMPROVEMENT REBATE
PROGRAM, AND FURTHER AUTHORIZING THE CITY
MANAGER TO ALLOCATE FUNDS TO CONTINUE THIS
PROGRAM
WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on an
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments
or customer groups: commercial/industrial, residential, community/non-profit, and municipal;
and
WHEREAS, the Lodi Energy Efficient Home Improvement Rebate Program provides
rebates to residential customers who install designated and approved energy conservation
measures; and
WHEREAS, the current list of eligible measures are: programmable thermostats, ceiling
fans, attic fans, whole house fans, air duct repair, air duct replacement, swimming pool
pumps/motors, windows, shade screens, and/or window tinting. The rebates for these items

WHEREAS, Electric Utility staff requests to add three (3) new energy conservation
measures to the Lodi Energy Efficient Home Improvement Rebate Program, which are as

WHEREAS, staff further requests an additional $50,000 in Public Benefit Program
funds be allocated to continue the Lodi Energy Efficient Home Improvement Rebate Program
for residential customers.
WHEREAS, the City of Lodi Electric Utility staff respectfully recommends approval of
the Lodi Energy Efficient Home improvement Program as a qualifying component of the City of
Lodi Public Benefits Program.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the addition of three (3) new energy conservation measures to the Lodi Energy
Efficient Home Improvement Rebate Program, which are as follows:
1) Electric on -demand hot water systems ($50 rebate);
2) Exterior, EnergyStar® Timed Security Lighting ($50 rebate); and
3) Thermal Shield/Radiant Barrier Roofing Materials ($200 rebate when
applied to residential structures).
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City
Manager to provide an additional $50,000 in Public Benefit Program funds to continue the Lodi
Energy Efficient Home Improvement Program.
